Change your mindset.

Mr. Tran Quoc Khanh (born in 1967), residing at 174 Xuong Giang Street, Bac Giang Ward, has been in the plumbing and electrical business for 38 years, at times employing hundreds of workers. In 1988, he was one of the first to open a large and well-known plumbing equipment and supplies store in the former Ha Bac province. When the Covid-19 pandemic occurred, his family's business came to a standstill. “At that time, many households in Luc Ngan started livestreaming to sell lychees quite effectively, but I could only dream of it, because I didn't understand how to do it,” Mr. Khanh said. Because traditional business methods were ineffective, from 2024 to the present, he has learned from his daughter and researched further online, creating his own promotional videos and participating in sales on the TikTok platform. Mr. Khanh said happily, "E-commerce has changed the mindset and life of my family. Currently, my two TikTok channels sell hundreds of products with thousands of orders every day, generating a significant revenue without needing to directly contact customers."

To provide a new experience for customers, in mid-September, the Department of Industry and Trade, in coordination with Viettel Post Joint Stock Company, inaugurated the Smart Box at the Bac Ninh Provincial Public Administration Service Center. This is the first smart box installed in the province. Ms. Hoang Thi Huyen Trang, an employee at the Bac Ninh Provincial Public Administration Service Center, said: “Receiving packages at the Smart Box is a pleasant experience because it gives customers more control, eliminating the need to wait, answer phone calls, and handle deliveries and receipts directly.” Viettel Post leaders stated that the company aims for over 50,000 Smart Box locations nationwide by 2030, serving millions of orders daily. In particular, Bac Ninh will have thousands of Smart Box installation points in industrial zones, apartment complexes, etc. The Smart Box infrastructure helps postal businesses improve labor productivity, reduce CO2 emissions (by eliminating the need for door-to-door delivery), and makes it easy for people and businesses to use the service anytime, anywhere. Buyers only need to follow the instructions sent via text message from the delivery company to receive their packages.

Just a few years ago, e-commerce was still a new activity, especially in the mountainous areas of the province. But now things have changed rapidly thanks to the attention and support of the government at all levels. For example, at the end of June, within the framework of the "Luc Ngan Lychee Week - Proud of Vietnamese Agricultural Products" organized by the Department of Industry and Trade, TikTok creators (TikTok Vietnam Technology Co., Ltd.) and representatives of the online supermarket Sendo Farm livestreamed directly from the Luc Ngan lychee orchards to support local farmers in selling their produce. During this livestream, Mr. Pham Van Thinh, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, directly participated in introducing the local specialty, answering some questions from consumers, and closing sales. The participation of the Vice Chairman of the Provincial People's Committee in the livestream session created a ripple effect, reaching tens of thousands of people in the province, changing their perceptions of digital transformation in trade and services, and contributing to the development of e-commerce in the province.

Promoting the digital economy

Bac Ninh province has a favorable geographical location, close to major economic centers, a young and dynamic workforce, numerous industrial parks and urban areas, and conditions conducive to the development of traditional trade and services as well as e-commerce. In recent years, e-commerce has been a priority for the province, with numerous policies aimed at building and developing brands and creating products with unique characteristics and competitive advantages specific to each locality. Accordingly, alongside the development of traditional trade and service infrastructure, the province annually trains hundreds of businesses and cooperatives, nearly 700 students preparing for startups at universities and colleges, and nearly 200 state management officials to raise awareness about e-commerce. Over the past four years, nearly 5,000 businesses, cooperatives, and production and business households in the province have received support in setting up online stores, promoting, and selling products on e-commerce platforms.

With strong support from the government, digital transformation in the province's trade and service sector has made breakthroughs: The province's e-commerce platform (san24h.vn with 410 stores and nearly 1,000 products) has been established to promote and introduce products and services from local producers and businesses, contributing to opening new distribution channels for local goods; and strengthening linkages in the production and supply chain, as well as accessing domestic and international markets.

Thanks to this, Bac Ninh has become one of the localities with a relatively fast e-commerce development rate, averaging over 12% per year. To date, 100% of the province's key and distinctive products are available on domestic and international e-commerce platforms such as Alibaba.com and social media platforms. As of the end of September 2025, there were more than 360 websites of businesses and traders in the province that had completed the notification procedures with the Ministry of Industry and Trade. The province's e-commerce indicators consistently rank among the top in the country.

To further enhance the effectiveness of e-commerce and bring benefits to businesses, cooperatives, people, and society, the Department of Industry and Trade stated that it will continue to coordinate with the Department of Science and Technology and service providers to promote the development of internet and information technology infrastructure, especially in remote, mountainous areas of the province. It will also continue to improve and develop logistics infrastructure to enhance service quality, particularly in last-mile delivery and shipping. Furthermore, it will strengthen communication and coordination with major e-commerce platforms to introduce and support entities participating in digital transformation and digital economy development programs (building online stores, listing products on major domestic and international e-commerce platforms, training online sales skills, etc.). It will encourage businesses to develop green and sustainable e-commerce. Finally, it will organize training courses to develop human resources in e-commerce for entities operating in the e-commerce sector in the province. Simultaneously, the aim is to improve state management of e-commerce for officials in departments, agencies, and units throughout the province, ensuring the interests of businesses and consumers, enhancing trust in e-commerce, and promoting the digital economy.
