Paving the way for development

Since rural roads were paved and new roads were built, travel has become much more convenient than before, with vehicles running smoothly just like in the city... these are the feelings of rural people in the ancestral homeland. With the mindset of "Opening the way for development," the province has prioritized and allocated resources to develop rural transportation, so that today the appearance of all rural areas has changed rapidly. These roads have contributed to awakening the potential of each region, creating momentum for socio-economic development, and bringing a prosperous life to the people.

Paving the way for development

Thanks to investment and upgrades, many roads in Ha Giap commune (Phu Ninh district) have been widened, facilitating the trade of goods.

The country road is wide open.

In the gentle sunshine of the approaching spring, we returned to Cam Khe district to immerse ourselves in the joy of change here. Along the straight, paved roads, lined with flowers and trees, the bustling traffic creates a continuous network connecting villages and hamlets, facilitating trade between localities within and outside the district. This has awakened potential and provided momentum for socio-economic development.

Comrade Tran Thanh Trung - Head of the Economic and Infrastructure Department of Cam Khe District shared: “In previous years, many inter-village and inter-commune roads in the district were extremely difficult to travel on. Therefore, at each Party Congress, the District Party Committee always identified transportation as a priority, a breakthrough to create a foundation for poverty alleviation and sustainable development. Especially since the implementation of Resolution No. 05 of the District Party Committee on rural transportation development for the period 2021-2025, the awareness of organizations and individuals in participating in the construction and development of the rural transportation system has changed, creating a foundation for the socio-economic development of rural and urban areas. After four years of implementation, the targets of the Resolution have been basically achieved and exceeded. By the end of 2024, the rate of hardened rural roads reached 83.6%.”

With improved roads, people are striving to develop their businesses and economy. Comrade Nguyen Trong Phu, Chairman of the People's Committee of Hung Viet commune, stated: Thanks to the attention of the Party and the State, and the contributions of the people, many dirt roads in the commune have now been paved with concrete. With concrete roads, traders can reach the fields to buy agricultural products, and the lives of the people in the commune have improved significantly. Cultural and artistic exchanges, and the exchange of goods are carried out more frequently.

Not only Cam Khe district, but the rural transportation system in Phu Ninh district is also considered one of the bright spots in the province. Mr. Nguyen Long Giang, Vice Chairman of the Phu Ninh District People's Committee, said: “The Resolution of the Phu Ninh District Party Congress, term 2020-2025, identified the comprehensive development of infrastructure as one of the breakthroughs, with transportation development being a key task. To achieve this goal, the district has issued a complete legal framework to facilitate the implementation of transportation projects. Along with maximizing resources and effectively integrating various capital sources for transportation development, the district has also promoted administrative procedure reform; and strengthened efforts to mobilize the people to create consensus in land clearance work.”

It is evident that the transportation infrastructure in the district has developed strongly in both quantity and quality. Specifically, the rate of paved rural roads in the district currently reaches 89.85%, including 100% paved district roads, 100% paved commune and inter-commune roads; 99.37% paved village and hamlet roads; 87.78% of alleyways and hamlets are clean and not muddy during the rainy season; and 67.84% of main internal field roads are paved. Based on the invested transportation infrastructure, Phu Ninh has focused on encouraging and attracting investors, creating favorable conditions for economic development and improving the lives of the people.

Driving force for development

Recognizing that rural transportation infrastructure development is a crucial factor, not only as a "lever" to promote socio-economic development but also as a contribution to improving the quality of life for rural people, the development of rural transportation has been integrated into the National Target Program for New Rural Development. This was included in the Resolution of the 19th Provincial Party Congress, term 2020-2025, guiding its implementation. As the advisory body to the Provincial Steering Committee for New Rural Development, the Department of Transportation has proactively advised and developed plans for the consolidation of rural roads throughout the province; strengthened its guidance, inspection, and supervision of the People's Committees of districts, cities, and towns in implementing rural road consolidation; and provided guidance on technical expertise, regulations, and standards for rural road construction. Annually, based on the implementation results, the Department compiles and submits them to the Department of Finance to propose and report to the Provincial People's Committee on balancing and allocating budget for the implementation of rural road consolidation in the following year; at the same time, it promptly proposes and reports to the Provincial People's Committee on difficulties and obstacles that need to be directed and resolved during the implementation of the plan. In addition, localities in the province take advantage of state support, proactively integrate with investment programs and projects; and promote the importance of expanding rural roads through public awareness campaigns, thereby gaining the people's consensus to donate land and contribute funds for the project.

Phu Tho province, located in the midland and mountainous region, has a fragmented terrain due to numerous rivers and streams. The rural road network is extensive, with most sections not yet classified as graded. Frequent flash floods, landslides, heavy rains, and prolonged rainfall often cause damage to transportation infrastructure, especially in remote and isolated areas. However, thanks to many innovative and effective approaches, the development of rural transportation in the province has achieved very positive results. By the end of 2024, over 9,000 km of rural roads had been paved, reaching 82.5%; exceeding the provincial plan for rural road paving in the 2021-2025 period, which aimed for a minimum of 80% of rural roads to be paved by the end of 2025.

Building on the achievements already made, in the coming time, Phu Tho province will continue to direct relevant departments and localities to further promote propaganda and mobilize the people to actively participate in building rural roads; attract and call for support from organizations and businesses; utilize resources to support the repair, construction, and hardening of rural roads and infrastructure projects... Upgrading rural road infrastructure will create favorable conditions for agricultural production and consumption, develop the service and small-scale handicraft industries, contribute to improving the quality of life for people, reduce poverty, and promote sustainable development in the ancestral homeland.
