The ideology of putting the people first has been the "red thread" running through the Party's guidelines, from the time President Ho Chi Minh declared independence with the aspiration of "Independence - Freedom - Happiness" to the stages of reform and integration today.
However, in the context of the country entering a new era of development with many intertwined opportunities and challenges, the direct emphasis on the goal of "people's happiness" in the Document of the 14th National Congress of the Party demonstrates the strategic, humane, and progressive vision of the Party, reflecting the maturity in leadership and national governance thinking.
From that spirit, I expect the new leadership team of the Party to effectively concretize the policies and decisions of the Congress through practical actions, daring to think, daring to act, daring to take responsibility, and always placing the interests of the people above all else. I highly appreciate the 14th National Congress of the Party for wisely selecting and electing a team of cadres who are virtuous, dedicated, talented, intelligent, and courageous, worthy of shouldering the important responsibilities of leadership and service to the people. This is a successor force with strategic thinking, enthusiasm, and the capacity to lead the country through challenges.

The Congress also created a democratic and positive atmosphere, serving as a forum for delegates to contribute many practical discussions reflecting the aspirations of the people. This transparency and open-minded spirit strengthened confidence and created high expectations among cadres, Party members, and the people of Hong Ha ward in particular, and the whole country in general, regarding groundbreaking innovations in the new term.
In the context of the country's continued development, Hong Ha ward is facing the opportunity for transformation with two key transportation projects: Tu Lien Bridge and Tran Hung Dao Bridge. Recognizing the significance of these projects, the ward's Party committee and government have mobilized the entire political system, focusing on land clearance; despite many difficulties, with the motto "the people know, the people discuss, the people do, the people inspect," the consensus of the people is increasingly spreading.
Efforts to hand over land for projects to be implemented on schedule are the most practical actions to contribute, together with cadres, Party members, and the people nationwide, to bringing the Resolution of the 14th Party Congress into life and building an increasingly strong Vietnam.

What I find truly remarkable about the 14th National Congress of the Party is the profound concern for the happiness of the people, placing cultural and human development on par with economic, political, and social development, affirming that culture and people are the spiritual foundation of society, the intrinsic strength, resources, and driving force for the country's development.

I believe that with such profound support and concern, policies will be translated into reality through research, investment, and support for cultural initiatives of different communities, helping people enjoy many aspects of culture, art, and creativity, while Vietnamese cultural values will be spread even more strongly globally.
Currently, policies have focused on developing culture and creating favorable conditions for mobilizing social resources. However, there is a need for more concrete implementation of support programs, training, and capacity building for entrepreneurs in the cultural sector. Many creative individuals involved in cultural businesses are still confused about tax regulations, governance, and market conditions; therefore, detailed guidance and systematic training in business management are needed. Experienced businesses should continue to receive support to develop sustainable cultural products and services, forming value chains capable of reaching international markets.
Sustainable development must be based on people and culture. I believe that the 14th National Congress of the Party will set forth effective directions and policies, removing obstacles in the remuneration system so that artisans and artists can feel secure in creating and spreading cultural values. At the same time, there needs to be a mechanism to effectively utilize public spaces, creating conditions for cultural startups to access surplus spaces, both preserving architecture and expanding cultural living spaces for the people.
I believe that, with a new development mindset, based on the principle of placing the people at the center and as the subject of all decisions, the implementation of the Resolution of the 14th National Congress of the Party will create further impetus for Vietnamese culture to increasingly gain a worthy position in economic, political, and social life, contributing to fostering national character, forming national soft power and capacity, and positioning and affirming the country's brand on the international stage.
