The new law, now in effect, helps to bridge the gap and ensure that all workers participate in the social security system.
In Dak Lak province , as of the end of June 2025, there were over 62,400 business households. To disseminate information about this policy to business owners and employees, and to ensure compliance with regulations on participation, the provincial Social Insurance agency and its branches have developed and implemented various solutions to reach, support, and educate business households. Mr. Phu Chi Binh, a business owner in Buon Ma Thuot ward, had not participated in social insurance for many years. Upon learning of the regulation requiring individual business owners to participate in mandatory social insurance, on July 1, 2025, he contacted the provincial social insurance officials to inquire about the process and required documents. Mr. Binh stated: “For small businesses, mandatory participation in social insurance and health insurance is essential. Because by participating in the social security system, we will be guaranteed benefits such as retirement, sickness, work-related accidents, maternity, etc.”
According to the provincial Social Insurance agency, expanding the coverage of mandatory social insurance and health insurance, including for business owners, not only helps protect the legitimate rights of workers but also demonstrates the concern of the Party and the State for the lives of the people. The provincial Social Insurance agency will decisively direct efforts to ensure that the policy is implemented effectively, guaranteeing that all citizens benefit from a sustainable social safety net.

Participating in mandatory social insurance and health insurance is not only a responsibility but also a legitimate right, ensuring social security for oneself and one's family. This is a practical step towards building a sustainable, humane, and equitable society. This policy not only creates more opportunities for this group to access sustainable social security schemes but also demonstrates the State's efforts to improve the social security system, aiming for universal coverage.
It can be said that expanding the scope of mandatory social insurance and health insurance for business households and cooperatives is not only the responsibility of the social insurance sector but also a shared responsibility of the entire political system. The full participation of these entities will contribute to strengthening social security in the province, ensuring long-term benefits for workers, creating a stable and sustainable working environment, thereby promoting the overall socio-economic development of the province, and aiming towards the goal of universal social insurance as soon as possible.
