(HNM) - One of the main targets of hostile forces' subversive activities against our Party and State is exploiting "hidden aspects" in the implementation of social welfare policies as a ploy to incite unrest, sow harmful and toxic ideas, and divide public trust. Understanding their schemes and tactics, and having a correct understanding of the effectiveness of this policy, is a matter of public concern.
Article 34 of the 2013 Constitution affirms: "Citizens have the right to be guaranteed social security." Understanding the purpose and significance of social security, on June 10, 2012, the 11th Central Committee of the Communist Party of Vietnam issued Resolution No. 15-NQ/TƯ on some issues concerning social policy for the period 2012-2020 (Resolution 15).
Recently, following a Politburo meeting to discuss the draft report summarizing 10 years of implementing Resolution 15, Vietnamese-language websites abroad have been criticizing and denying Vietnam's achievements in ensuring social security. On VOA, a writer named Tran Van wrote an article titled "Only monuments, archways, etc., are modern, inclusive, and sustainable." The article denies Vietnam's 10-year achievements in this area and cites some examples of public cultural construction projects abroad for comparison. The writer argues that social security is merely a tool to lull the people into complacency, allowing Party officials to easily enrich themselves.
At the same time, when the investigative agency of the Ministry of Public Security announced the results of its investigation into the "repatriation flights" related to the Covid-19 pandemic and recommended the prosecution of 54 defendants for "abusing their positions and authority in the performance of their duties," "bribery," "giving bribes," "brokering bribes," and "fraud," the website baotiengdan.com published numerous analytical articles and commentaries with negative rhetoric. Despite disjointed arguments and a lack of scientific evidence, the website still asserted that, in the performance of their duties, officials at all levels and in all sectors would brazenly "behead and skin" the people they "served."
In particular, when authorities deal with cases of sidewalk encroachment for business and trading purposes, they unanimously accuse Vietnam of obstructing people's livelihoods. Similarly, after a shortage of medical supplies and the arrest of several healthcare officials, they quickly announce that Vietnam has failed in providing healthcare to its people.
If we closely monitor the activities of hostile forces, we will see that they often apply the method of analyzing information and individual events, then making generalizations, assessments, conclusions, and asserting that Vietnam is suffering from a "systemic failure." They also use this tactic when addressing the issue of social security in Vietnam. This is considered a favorite "dish" of dissidents. What should we do in the face of this tactic?
First, to fully understand the Party's perspective on ensuring social security, we need to clearly understand the concept. According to experts, social security is a system of policies and programs implemented by the State and social forces to ensure that all citizens have a minimum level of income and access to basic, essential social services such as education, healthcare, housing, clean water, and information, especially for vulnerable groups such as children, the elderly, the sick, the disadvantaged, and the unemployed.
In implementing Resolution 15, the Government has deployed many contents and programs. Out of a total of 26 targets, 5 were exceeded and completed ahead of schedule, including: Housing for war veterans; social assistance; social assistance for the elderly; school enrollment rate at the appropriate age; health insurance; and expanded immunization. 16 targets were achieved by 2020, including: Living standards of war veteran families; allowances for war veterans; overall unemployment; urban unemployment; overall poverty reduction; poverty reduction in districts and communes with high poverty rates; average per capita income of poor households; emergency social assistance; children attending lower secondary school at the appropriate age; literacy rate from 15 years old; trained labor; immunization for children under 1 year old; tuberculosis prevention and control; radio and television coverage; and commune radio stations in mountainous, remote, border, and island areas.
In particular, Vietnam's Human Development Index (HDI) improved in the United Nations rankings in 2020, rising from 128th out of 187 countries in 2011 to 117th in 2020. VietnamPlus quoted Gulmira Asanbaeva, Acting Representative of the International Labour Organization in Vietnam, as affirming that the issuance and implementation of Resolution 15 marked a major breakthrough, creating a foundation for Vietnam to move closer to international standards and best practices in social security.
The above evidence confirms that hostile forces, dissidents, and those with ill will towards Vietnam are deliberately turning social welfare policies into tools to achieve their subversive schemes.
Aware of their schemes, every cadre, Party member, and citizen in society needs to raise awareness, cherish the values of peace, independence, and freedom; trust in the Party and State's guidelines, policies, and strategies; and build strong resistance for themselves, avoiding falling prey to evil forces and reactionary elements. Party committees, governments, and the media system need to intensify propaganda, providing complete and timely information through various forms, so that all citizens are informed and have greater confidence.
Lenin once asserted: "A revolution is only valuable when it knows how to defend itself." This self-defense must be based on the principle of building a democratic rule of law state, aiming to guarantee the right to life, living standards, and the right of citizens to self-determination. This is entirely consistent with the goals our Party is currently pursuing. It is necessary to build firm political faith in the Party's goals and the State's programs to maintain the correct attitude and avoid falling prey to hostile forces.
