TP - The 2025-2026 school year holds special significance in the context of implementing the two-tiered local government model. This is the first school year in which the entire country will implement the Politburo's Resolution on breakthroughs in education and training development, the Law on Teachers, the National Assembly's Resolution on tuition fee exemption and support, and the National Assembly's Resolution on universal preschool education for children aged 3 to 5.

In the days leading up to the opening ceremony, teachers, parents, youth union members, along with local soldiers and police, were busy cleaning, repairing roofs, arranging desks and chairs, drying books and notebooks, and strung safety ropes around the damaged buildings, along with warning signs, to ensure the safety of students at Son Loc Secondary School (Xuan Loc commune, Ha Tinh province).

An unprecedented opportunity

Yesterday, 1.6 million teachers and 26 million students nationwide commenced the 2025-2026 school year. The opening ceremonies, organized by various units and schools, were linked to the 80th anniversary of the Ministry of Education and Training , creating a joyful atmosphere and spreading a spirit of innovation and creativity, aiming for an effective and high-quality school year. The theme for the 2025-2026 school year is: “Discipline - Creativity - Breakthrough - Development”.

According to Minister of Education and Training Nguyen Kim Son, over the past 80 years, the education and training sector has undergone three major educational reforms and two profound, revolutionary innovations. Eighty years is like a miracle; from a country where 95% of the population was illiterate and the intellectual class was sparse, today, the entire country has achieved universal education from kindergarten (ages 5) to lower secondary school.

Resolution 71 on breakthroughs in education and training development, recently issued by the Politburo, identifies education and training as a top national priority and a decisive factor in the nation's future. The Ministry of Education and Training has immediately begun institutionalizing the guiding principles of Resolution 71.

According to Minister Nguyen Kim Son, the road ahead is long and the burden on their shoulders is heavy, so he hopes that all teachers, education staff, and students will be more creative, diligent, and act more quickly and decisively to overcome their own limitations, take advantage of every opportunity and condition, and fulfill their mission.

"This school year, the education sector faces an unprecedented opportunity. Never before has education and training received such attention and high expectations from the Party and the State as it does now," Minister Nguyen Kim Son assessed.

Minister of Education and Training Nguyen Kim Son stated that the new school year, with the operation of a two-tiered local government model, especially at the commune level, places high demands on managing changes in organization, personnel, and administrative structure. Issues such as educational equity; tutoring; teacher recruitment and rotation; and genuine universal education are also challenges that the sector must address decisively.

Expectations for the new school year

Associate Professor Tran Thanh Nam, Vice Rector of the University of Education (Vietnam National University, Hanoi), believes that this academic year is a test of the effectiveness of important reform initiatives.

Policies such as waiving tuition fees for students nationwide, increasing salaries for teachers and education staff, implementing a two-session-per-day school schedule, managing extracurricular tutoring, strengthening life skills education, gradually making English a second language, and operating education management under a two-tiered local government model (increasing autonomy and creativity) are all expected by Mr. Nam for a year of high spirits and success.

Mr. Nam stated that Resolution 71 will have a significant impact on the 2025-2026 school year in several key areas, including: tuition fee exemption for 14 categories of students; a commitment to allocating at least 20% of the state budget to education; increased salaries for teachers; a unified set of textbooks aiming for free use by 2030; comprehensive university autonomy; and the transformation of vocational education from a "lower tier" to a high-speed highway for training skilled human resources to meet the demands of the labor market. These policies not only alleviate pressure on parents and teachers but also create strong impetus for the synchronized operation of the education system.

One of the policies attracting significant public attention this new school year is the nationwide tuition waiver for students from primary to high school. This is a major step forward, demonstrating the State's commitment to ensuring the right to education for all children, showing concern, and directly reducing the economic burden...

Mr. Nam believes that the foundation for rapidly achieving universal high school education, as directed by General Secretary To Lam, is to organize classes for two sessions per day. Successfully implementing this will bring many benefits, improving the quality of education and the holistic development of students (physical health; life skills and knowledge), and allowing teachers to observe and provide personalized education. This will help reduce the pressure of extra tutoring and save time and money for families.

Associate Professor Dr. Nguyen Duc Son, Rector of Hanoi Pedagogical University, emphasized that the policies for the education sector implemented from the 2025-2026 academic year demonstrate the advantages of the social security system. This not only impacts education but also contributes to improving the quality of life for the people, as access to education and self-development is a core need for every individual. Teachers are motivated to stay committed to their profession. Expanded learning opportunities for students will foster enthusiasm.

“In his speech commemorating the 80th anniversary of the founding of the school year and the opening of the new academic year, the Minister of Education and Training emphasized that the key word for the school year is implementation. Policies and guidelines will be put into practice. The impact on the teaching staff and the quality of education will not be immediate but will gradually occur through implementation. Good implementation will lead to good results, as we aim for and hope for,” Mr. Son said.
