A successful year for foreign cultural relations.

VHO - With a strong shift in mindset from "meeting and exchanging" to "genuine cooperation," 2025 marks a particularly successful year for cultural diplomacy, with many diverse, creative, and in-depth activities being organized.

Through cultural and artistic exchange programs, heritage promotion, and especially expanding international cooperation in the fields of culture, sports, and tourism, the image of Vietnam and its people continues to spread positively; contributing to affirming national cultural identity and enhancing Vietnam's position in the international arena.

Affirming Vietnam's role and responsibilities in international forums.

Accordingly, cultural diplomacy in 2025 will continue to make its mark with many activities, programs, and cooperation documents on culture, sports, and tourism organized and signed during visits by high-ranking leaders of the Party and State. In particular, following a proposal by the Minister of Culture, Sports and Tourism, Nguyen Van Hung, at the World Conference on Culture Policy and Sustainable Development organized by UNESCO in Spain on November 8, 2025, the UNESCO General Assembly adopted the initiative for the International Decade for Culture for Sustainable Development.

This is a historically significant event, demonstrating Vietnam's role and position in jointly building a peaceful , prosperous, and humane future based on enhanced global cultural cooperation, contributing to the implementation of Resolution No. 59-NQ/TW of the Politburo on international integration in the new situation.

In promoting international cooperation, the Ministry of Culture, Sports and Tourism submitted 7 documents to the Prime Minister for signing and approval at the 46th and 47th ASEAN Summits; signed 10 international agreements on behalf of the Ministry, within the framework of high-level leaders' foreign affairs activities; reviewed and advised on the signing of 15 documents at the unit level under the Ministry; developed 20 plans for implementing foreign affairs activities; issued 10 regulations; and completed the "Project on Internationalizing National Cultural Identity and Nationalizing the Quintessence of World Culture".

VHO - With the goal of honoring cultural diversity and strengthening people-to-people exchanges, the World Culture Festival in Hanoi is a key cultural diplomacy activity of Vietnam in 2025.

At the same time, we will continue to implement Directive No. 25/CT-TTg of the Prime Minister on promoting the implementation of Vietnam's cultural diplomacy strategy until 2030.

In 2025, the Ministry of Culture, Sports and Tourism will preside over the organization of 7 art programs to serve Party and State leaders; and organize programs to welcome delegations of heads of state visiting and working in Vietnam. In addition, it will successfully organize 5 weeks, days, and festivals of Vietnam abroad.

Notably, within the framework of EXPO 2025 in Osaka, Kansai (Japan), the Vietnamese pavilion made a remarkable mark by winning two international awards for the first time: a Silver Award in the "Best Exhibition Design" category and a Bronze Award in the "Best Team" category.

Notably, the work "Promoting the Nation at the EXPO 2025 Osaka, Kansai (Japan) Global Event" excellently won first prize in the category of Initiatives and Products with Value in Foreign Information at the 11th National Awards Ceremony on Foreign Information - 2025.

Within the framework of UNESCO, Vietnam was officially re-elected for the 2025-2029 term to the Intergovernmental Committee of the UNESCO 2025 Convention, marking the third time Vietnam has held this important role. Furthermore, the Ministry of Culture, Sports and Tourism successfully chaired and coordinated with relevant parties to organize the 16th ASEAN Senior Officials Meeting on Sport (SOMS-16); the first World Cultural Festival in Hanoi; and various cultural activities organized by other countries in Vietnam.

An effective pillar in Vietnam's foreign relations.

According to the Ambassador of the State of Palestine to Vietnam and Head of the Diplomatic Corps in Vietnam, Saadi Salama, in recent years, cultural diplomacy has emerged as one of the most effective pillars in Vietnam's foreign relations. Through cultural exchanges, the promotion of heritage, creative industries, and people-to-people exchanges, Vietnam has sent strong messages to the international community about peace, self-reliance, friendship, and cooperation.

Ambassador Saadi Salama also shared: “As a long-time admirer of Vietnam and someone who has lived in this beautiful country for many years, I appreciate the important role of culture in Vietnam's development and international integration. I respect Vietnam's consistent efforts in placing culture at the heart of its national strategy, as well as promoting dialogue, mutual understanding, and cooperation among nations through cultural diplomacy.”

According to Nguyen Phuong Hoa, Director of the Department of International Cooperation (Ministry of Culture, Sports and Tourism): “We are proud to witness many first-time achievements as Vietnamese culture continues to develop strongly domestically and shine on the international stage. Vietnam is also gradually becoming a destination for artists and creators from all over the world, providing an inspiring space for creativity.”

Director Nguyen Phuong Hoa also stated that in 2026, the goal is to continue aiming for a breakthrough year in cultural diplomacy. The Ministry of Culture, Sports and Tourism will continue to promote negotiations and signing of international cooperation documents, thereby enhancing the effectiveness of linkages and leveraging the strengths of a multi-sectoral and multi-field ministry. In addition, the Department of International Cooperation will conduct a review of Vietnam's Cultural Diplomacy Strategy; and advise on the issuance of the Cultural Diplomacy Strategy to 2030, with a vision to 2045.

In line with the policies of the Government and the Ministry of Culture, Sports and Tourism, the Department of International Cooperation will strengthen its advisory role in enhancing the presence of Vietnamese culture at international events. Alongside this, it will continue to successfully organize Vietnamese culture and tourism weeks/days abroad, cultural and artistic programs commemorating milestone anniversaries of diplomatic relations; organize the 2nd World Culture Festival in Hanoi; and coordinate with other countries to organize foreign cultural weeks in Vietnam…

From the outstanding results achieved in 2025, it is clear that Vietnam's foreign relations culture has entered a phase of strong development, prioritizing the effectiveness and long-term sustainability of cooperation. This success not only affirms Vietnam's capabilities and intelligence in international integration but also opens up significant opportunities for foreign relations culture to continue asserting its pivotal role in national development strategies and image promotion.
