
At the Dong Kinh Ward Public Administrative Service Center, an average of over 60 citizens visit daily to complete authentication procedures. Citizens generally express satisfaction with the working methods of the center's staff and specialists. Ms. Ngo Thi Tham, from Po Dua - Po Mo block, Dong Kinh ward, shared: "I came to the Ward Public Administrative Service Center to authenticate my signature on my resume. The staff here provided enthusiastic support and guidance, and the results were delivered quickly."
Not only the Dong Kinh Ward Public Administrative Service Center, but also other public administrative service centers and notary offices throughout the province have been improving the quality of their operations to meet citizens' authentication needs. In the first six months of 2026 alone, notary offices registered in the province received and processed over 25,700 authentication cases, with total authentication fees collected exceeding 570 million VND. At the commune level, over 2.4 million copies were authenticated from originals; over 17,000 signatures were authenticated on documents; over 1,000 signatures of translators were authenticated; and over 7,500 contracts and transactions were authenticated, with total authentication fees exceeding 1 billion VND.
Since the implementation of the two-tiered local government model, the administrative area of the commune-level People's Committee is large, the population is dense, and the number of civil servants performing authentication is small. Each day, the commune-level People's Committee has to receive a large number of administrative procedure documents. Among these, the areas of authenticating copies from originals and authenticating signatures are among the administrative procedures that generate a large volume of documents.
In response to this situation, on November 10, 2025, the Provincial People's Council issued Resolution 33, stipulating the scope of duties and powers of the commune-level People's Committee chairmen that can be delegated to commune-level People's Committee officials in the field of document authentication within the province. Implementing the resolution, commune-level People's Committee chairmen have issued decisions delegating the following duties and powers to the leaders of the public administrative service center, the chief of the People's Council and People's Committee office, and commune-level professional officials: authenticating copies from original documents issued or certified by competent Vietnamese agencies and organizations; competent foreign agencies and organizations; and competent Vietnamese agencies and organizations in collaboration with competent foreign agencies and organizations; and authenticating signatures on documents. To date, 64 out of 65 communes and wards in the province have issued delegation decisions in accordance with Resolution 33.
Mr. Vu Quang Hung, Head of the Legal Affairs Committee of the Provincial People's Council, informed: The implementation of Resolution 33 has facilitated organizations and individuals in carrying out administrative procedures for authentication, contributing to reducing the workload for heads of communes in the context of building a two-tiered local government. In the coming time, the Legal Affairs Committee will continue to advise the Standing Committee of the Provincial People's Council on supervising the implementation of Resolution 33; promptly detect and propose solutions to difficulties, obstacles, and inadequacies in the implementation process. At the same time, it will recommend that the Provincial People's Committee direct specialized agencies to continue to pay attention to, monitor, supervise, train, and guide communes on professional skills; direct the preliminary review and evaluation of the implementation of Resolution 33; and research and propose expanding the scope of delegation to other eligible fields according to regulations.
Furthermore, on May 20, 2026, the Department of Justice organized a training conference on notarization procedures for nearly 150 delegates, including leaders of commune-level People's Committees in charge of justice work; commune-level People's Committee officials advising on notarization work; and notaries working at notarization organizations in the province. The conference improved the knowledge and skills of those working in notarization, enhancing the quality of notarization services in the province. Mr. Trieu Sinh Quy, a specialist at the Mau Son Commune Public Administrative Service Center, said: "Attending the conference, I was updated on several new regulations in notarization work; especially regulations on reducing and simplifying administrative procedures based on data, delegating the performance of notarization work; and notarization skills. This has improved my knowledge and skills in handling notarization applications at the local level."
To grasp the practical situation and provide timely guidance on authentication procedures to commune-level authorities, in the first six months of 2026, the Department of Justice organized four inspections of civil registration, authentication, and adoption work at four commune-level People's Committees: Bang Mac, Van Linh, Quoc Khanh, and Trang Dinh. These inspections directly examined authentication work, and no errors were found regarding the delegation of authority to civil servants to perform authentication as stipulated in Resolution 33.
These comprehensive solutions have contributed to improving the quality of authentication services in the province. This has better met the needs of the people, contributing to the development of a democratic, professional, modern, open, transparent, and people-serving administrative system.
