According to information published in the Rossiyskaya Gazeta newspaper, citing documents from the Russian Federal Security Service (FSB), the actions of the Telegram CEO are being investigated under Article 205.1, Section 1.1 of the Russian Criminal Code concerning "support for terrorist activities".
The FSB and the Russian Interior Ministry say that since 2022, more than 153,000 crimes have been committed through Telegram, of which about 33,000 involved sabotage, terrorism, and extremism.

The incidents cited include the March 2024 attack at Crocus City Hall, the murders of Daria Dugina and Vladlen Tatarsky, and nine high-ranking Russian military officials. The FSB said it thwarted 475 terrorist attacks and at least 61 school shootings, alleging that these plans were all orchestrated via Telegram.
Telegram has repeatedly denied Russian accusations that the platform is used by criminals to exchange information or is manipulated by Western and Ukrainian intelligence agencies.
The FSB alleges that Telegram is being used to collect personal data for the purpose of fraud, extortion, and sabotage. The agency also claims that Ukrainian armed forces and intelligence agencies are exploiting data from the app, including information related to Russian soldiers.
Meanwhile, Durov – who now lives in the United Arab Emirates and left Russia in 2014 – claims Telegram represents freedom and privacy.
