The "tolerance" threshold of heritage

Paying attention to and developing an assessment of the overall tourist carrying capacity of the entire Ha Long Bay - Cat Ba Archipelago World Heritage area, including both tangible and intangible factors influencing tourists' choices to visit the heritage site, in order to develop appropriate solutions - this was the recommendation of the Monitoring Team responding to the World Heritage Center and the International Union for Conservation of Nature at a working session with the Vietnamese Ministry of Culture, Sports and Tourism on the conservation and promotion of the value of this special dual heritage site, which took place in mid-March.

There is always a sharp conflict between the goals of conservation and the need for exploitation to serve development in heritage sites. Therefore, assessing the carrying capacity of heritage sites needs to become an essential tool to partially resolve this conflict and ensure the sustainability of heritage.
