The Phap Van - Cau Gie Expressway is a vital route connecting the southern provinces with Hanoi . On average, about 75,000 vehicles travel on this expressway daily. During peak periods like holidays and Tet (Lunar New Year), the number of vehicles can reach nearly 140,000 per day.
Due to land acquisition issues, the contractor's construction work remains stalled.
The high volume of traffic has made the Phap Van - Cau Gie expressway a major congestion hotspot for many years. Some common congestion points occur at the interchanges leading into Hanoi and onto Ring Road 3.
To address traffic congestion at the southern gateway, in July 2023, Hanoi commenced the construction of a road connecting the Phap Van - Cau Gie expressway with Ring Road 3.
The project starts at the Phap Van - Cau Gie expressway interchange and ends at the Ring Road 3 interchange, with a length of 3.4km and a width of 60m (including 6 lanes for motorized vehicles and 2 lanes for mixed traffic), with a total investment of 3,200 billion VND.
The main components of the project include the Tu Hiep cloverleaf interchange, the section of road from Tu Hiep to Ring Road 3, the interchange with Ring Road 3, and technical infrastructure, drainage, landscaping, lighting, and service roads.
According to observations by reporters from Giao Thong Newspaper this afternoon (September 3rd), more than a year after the groundbreaking ceremony, the project has only been implemented on the land adjacent to the Phap Van - Cau Gie Expressway and Ring Road 3, while the project spans over 3.4km. The construction site is deserted, with equipment and machinery lying idle due to a lack of available space for construction.
The highlight of the construction site for the bridge piers is the ongoing work on the Phap Van - Cau Gie expressway. The narrow construction area presents numerous challenges for the contractor in carrying out the various tasks.
The majority of the land, stretching over 3km (of which 70% is ponds and lakes), has not yet been handed over to the contractor by the People's Committee of Thanh Tri District and the People's Committee of Hoang Mai District.
According to local residents, the project has shown no signs of progress for months, with machinery and workers operating at a reduced capacity due to the lack of land clearance.
This puts the project at risk of falling behind schedule compared to the contractor's commitment to complete it in 2025.
According to the Hanoi City Investment and Construction Project Management Board (the investor), the project was scheduled to commence in July 2023, but construction only began four months later due to the need to complete preparatory work.
The investor added that the local authorities have not yet handed over the land, so construction is mainly being carried out on the land adjacent to the Phap Van - Cau Gie expressway and Ring Road 3.
According to the agreement reached between the parties, Thanh Tri district and Hoang Mai district were supposed to start handing over the land to the investor for the project by June 2024, but to date, the land received by the contractor is still incomplete.
Traffic congestion on the Phap Van - Cau Gie expressway stretched for up to 3km on the last day of the holiday.
A representative from Phuong Thanh Investment and Construction Joint Stock Company, one of the contractors participating in the project's construction, stated that the contractor had signed a contract and committed to the investor to implement the project within 760 days, but only on the condition that the land is available. Therefore, they earnestly request the Hanoi People's Committee to direct Thanh Tri District and Hoang Mai District to expedite land clearance to provide clean land for the project.
