
However, to date, many construction projects remain unfinished; they have not achieved the goal of ensuring safety and stability to serve the lives and livelihoods of the people.
Suspension bridge project stalled, relocated residents unable to settle down.
This is a project to build a new concrete bridge in Bang Choc village, Na Son commune, to replace the Bang Choc suspension bridge that was swept away by flash floods. In the early morning of August 1, 2025, the Su Lu stream surged, breaking the Bang Choc suspension bridge and dividing the village into two separate residential areas. Following the Prime Minister's directive during a field inspection on the afternoon of August 3, 2025, Dien Bien province issued Decision 1846/QD-UBND on August 17, 2025, promulgating the Order to construct works for disaster prevention, mitigation, and recovery in Na Son commune.
The Bang Choc suspension bridge is a project belonging to this group, prioritized with a total investment of over 9.9 billion VND; the implementation time is 4 months (starting from the construction date of September 1, 2025), but by the end of May, the actual progress of the Bang Choc suspension bridge had only reached over 35%. This situation makes the already difficult situation for the people of Bang Choc village even more challenging. Every day, children still have to wade through the stream to go to school, adults wade through the stream to go to work, and with the rainy season and floods approaching, the suspension bridge's progress being "stalled" is causing even more worry for the people.
Mr. Lo Van Huong, head of Bang Choc village, sadly said: "The villagers are suffering terribly from the flash floods, yet the bridge across the stream remains unfinished. During the dry season, people have to wait for the Na Phat hydroelectric plant to stop releasing water to cross the stream, and during the rainy season like this, they just have to endure it. Even though we're in the same village, the two residential areas are separated like two different regions. The biggest worry is that the children can't go to school, and the villagers can't travel during harvest season. The village is facing the risk of both food shortages and a lack of education."
Also in Na Son commune, the project to resettle and stabilize the population of 35 households in Pa Chuong-Pa Den villages remains unfinished. This delay has compounded the difficulties faced by people in the disaster-stricken area. Mr. Tong Van Phuong, from Pa Chuong-Pa Den village, one of the families most severely affected by the landslide in August 2025, said: "For nearly a year, my family and many other families in the village have had to stay with relatives, hoping the project will be completed soon... In mid-June, the project was 95% complete, but the people still haven't received the land."
Mr. Tong Van On, a resident of Pa Chuong-Pa Den village, said: "The project is progressing very slowly. To date, 95% of the total land area has been completed, but people are not confident in building houses because the foundation of the resettlement area is experiencing subsidence and erosion; the embankment on the negative slope has not been built with protective retaining walls, posing a potential risk of landslides and being unsafe."
Monitoring accountability of relevant units and individuals.
During a field survey of the Bang Choc concrete bridge, the project for relocating and stabilizing the population of Pa Chuong-Pa Den villages, and several other residential projects in Na Son commune, Mr. Mua Thanh Son, Head of the Ethnic Affairs Committee of the Dien Bien Provincial People's Council, noted several shortcomings in the implementation of these projects in Na Son commune. Specifically, regarding the Bang Choc concrete bridge, scheduled for completion in December 2025, construction progress has only reached 35% (only 2 bridge abutments and 1 pier have been completed, with 1 pier currently under construction); the bridge deck and approach roads on both sides have not yet been constructed.
Regarding the Pá Chuông-Pá Dên resettlement area, although 95% of the work has been completed, subsidence and erosion are still occurring; coordination between the investor and the commune government is not good, causing delays in land acquisition and resettlement land allocation; the investor has not proactively coordinated in implementing the local government's requests, such as: delaying the handover of design documents and plot maps for the commune to hold meetings with residents and organize lotteries for land allocation; and not handing over the overall project items on the site.
Regarding the reasons for the delays in the projects in Na Son, Mr. Son stated that: Both projects were not properly studied and calculated to ensure the required progress. In addition, the selection of contractors lacking the necessary capacity and technical expertise (such as the project to rebuild the bridge replacing the suspension bridge in Bang Choc village) has caused delays.
Resolutely demanding that relevant entities immediately address shortcomings and inadequacies, and implement solutions to accelerate the progress of projects in Na Son, the Ethnic Affairs Committee of the Provincial People's Council reported and recommended to the Standing Committee of the Provincial People's Council to request the Provincial People's Committee to immediately direct relevant departments and agencies to continue allocating funds to complete the projects as soon as possible; strengthen inspection and supervision of the responsibilities of relevant units and individuals; promptly urge and resolve difficulties and obstacles at the grassroots level, maximizing the effectiveness of investment capital for the projects; and direct investors to complete the procedures for project recovery and re-approval in accordance with regulations to continue implementation and avoid wasting resources.
Communes need to urgently complete land procedures to proceed with land acquisition in areas at risk of flash floods, landslides, and other dangerous land-related disasters; continue to coordinate closely with investors, contractors, and relevant departments and agencies to complete procedures and ensure safe conditions before relocating people to new residences.
Regarding the selection of construction contractors, consideration should be given to assigning the task to the appropriate unit or locality to ensure progress and to link the locality's management responsibility with the projects in their area.
