"Slow and steady wins the race" - turning digital services into a habit.
Present at Ms. Phan Thi Tuong's home in Vinh Truong village since early afternoon, members of the Community Digital Transformation Team and officials from the Huong Xuan Commune Public Administrative Service Center patiently guided her through each step of using her smartphone. From initial confusion, Ms. Tuong can now independently perform several online public services, including obtaining a copy of her grandchild's birth certificate.

Ms. Tuong shared: "Honestly, at first, looking at the touchscreen made my eyes dizzy, and I didn't know where to press because I was afraid of making a mistake. But now I'm used to it. Recently, I sat at home and did the procedure to request a copy of my grandson's birth certificate myself, saving time and avoiding the need to travel like before."


As a mountainous area with limited access to information technology for its residents, Huong Xuan commune has achieved a 100% rate of online public service applications since July 1, 2025. This result was made possible thanks to the perseverance of local officials with the motto "going to every alley, knocking on every door".
Ms. Nguyen Thi Ha Lan, Vice Chairwoman of the Fatherland Front Committee of Huong Xuan commune and a member of the community digital transformation team, said: “This is not something that can be done overnight, or with just one or two instructions for people to remember. It requires perseverance, like a slow but steady rain soaking the ground. We have to patiently visit many times, guide people step by step through even the smallest operations, helping them gradually change their habits and access technology effectively.”

In Thuong Duc commune, residents also receive support from members of the community digital transformation team and staff of the public administrative service center in carrying out procedures in the digital environment. As a result, from July 1, 2025 to the present, the rate of online public service applications in the locality has consistently reached 100%.

Mr. Truong Thanh Ha, Vice Chairman of the People's Committee of Thuong Duc commune, stated: "Changing the perceptions and habits of people in mountainous areas is the most difficult challenge. But thanks to the close and persistent support of the staff at the Commune Public Administrative Service Center and the members of the community digital transformation team, people have seen the benefits of carrying out administrative procedures online. This force is the decisive factor in helping the locality overcome the bottleneck in digital transformation."
Enhancing the capacity of staff at the grassroots level.
According to statistics, the rate of online applications received and processed in Ha Tinh province is increasing. From May 11th to June 11th, 2026, the entire province received 31,973 applications electronically, reaching a rate of 99.26%, including 3,357 applications processed entirely online. The rate of digitizing administrative procedure results reached 98.97%, corresponding to 22,759 completed applications. Behind these figures lies the effort of the staff working at the commune-level public administrative service centers.
Mr. Duong Anh Tuan, Deputy Director of the Duc Thinh Commune Public Administrative Service Center, shared: “The workload for staff is very large and requires high accuracy. In the beginning, when the new software system came into operation, the staff worked very hard. However, seeing people's procedures being resolved quickly and conveniently gives us more motivation to try harder.”



Currently, 100% of localities in the province have established community-based digital transformation teams. The activities of these teams, along with the dedication of the staff at the public administrative service centers, have helped people access online public services and digital utilities more conveniently.
However, the demand for digital skills among grassroots officials is increasing, especially in the context of localities completing the reorganization and merger of villages and residential areas in the near future.
Mr. Dang Van Duc, Head of the Digital Transformation Department of the Ha Tinh Department of Science and Technology, said: "In the past, the unit has opened many training courses to improve skills, especially the application of AI in searching and guiding administrative procedures. In the future, the unit will continue to advise on organizing training classes in the form of 'hands-on' instruction, dividing into small groups so that officials can learn theory and practice until they master the skills."
Digital transformation is a journey of technology, but also a journey of changing perceptions and behaviors. Along this journey, grassroots officials are constantly learning, adapting, and working alongside the people. They are the crucial "digital links," contributing to bringing digital government closer to the people and transforming technological platforms into practical conveniences in daily life.
