Lesson 1: Speak in a way that the people believe, act in a way that the people follow.
Returning to Thanh Chan commune in early October – the first commune in Dien Bien province to achieve the new rural standard (in 2015) – we were delighted and excited to witness the rice fields heavy with grain, the lush green vegetable plots ; the roads leading to the villages vibrant with flowers, and the spacious , sturdy houses . It was a completely new image of the countryside. The new rural development of Thanh Chan bears the mark and leadership of exemplary Party branch secretaries in the residential areas, who have transformed the mindset and awareness of the people, enabling them to break through and move forward.
Over 85% of households are well-off, 100% of families are recognized as culturally exemplary annually , and the people are wholeheartedly loyal to the Party . This is Viet Thanh 4 hamlet - a shining example in the patriotic emulation movement in Thanh Chan . This result partly reflects the role of Mr. Dinh Van Hoan, a dedicated and excellent Party branch secretary in the residential area.
It was very difficult for us to arrange a meeting with Mr. Dinh Van Hoan, who has served as the Party Secretary of Viet Thanh 4 village for many years, because his daily work is quite busy. On days when he's not out disseminating Party guidelines and State policies to the people, he's busy working in the fields or growing vegetables and raising fish to supplement his family's income.
Mr. Hoan said that although the area had achieved the new rural standard quite some time ago, the lives of the people were only at a basic, stable level. Only in recent years, as the mindset and thinking in economic development have changed, the lives of the people have gradually improved, and many households even have savings.
To prove his point, Mr. Dinh Van Hoan took us to visit his family's vegetable and fish farming model, as well as those of some neighboring households . According to Mr. Hoan , these areas were previously unproductive farmland , but thanks to boldly changing the crop and livestock structure, his family now earns over 200 million VND annually from selling water spinach and fish fry.
Splashing the water in the pond to signal the fish to come up and feed, Mr. Hoan said proudly, "Look, gentlemen, I've only been implementing this model for nearly 3 years. Recognizing its high economic efficiency, since 2021, I, along with the local Party committee and government, have been encouraging and introducing it to the villagers for them to study and learn from. To date, the entire Viet Thanh 4 village has nearly 7 hectares of ponds for raising fish fry, with about 15 households participating."
Not content with just supporting people in restructuring their livestock farming, and acting as a key political figure at the grassroots level, Mr. Dinh Van Hoan also encouraged many households to convert their low-yield rice fields to growing water spinach. Water spinach is a short-term crop but provides high income. As a result , 53 out of 65 households in Viet Thanh 4 are growing water spinach following Mr. Hoan's family model.
Speaking about the contributions of Party Branch Secretary Dinh Van Hoan, Ms. Luong Thi Thanh, Head of Viet Thanh 4 village, said enthusiastically , "For every resident here, Mr. Hoan's voice has a special appeal. For many years, he has always listened to the people, explained things to them so they understand, and earned their trust . All his actions stem from a heart full of compassion."
Thanh Chan commune currently has 21 subordinate Party branches (16 residential area Party branches) with 321 Party members. Implementing the "Excellent Residential Area Party Branch Secretary" movement in accordance with the spirit of the Dien Bien District Party Committee , in August 2021, the commune Party Committee held a meeting and selected 6 villages to pilot the model ; simultaneously, it directed all remaining residential area Party branches to implement it simultaneously.
After more than two years of implementation, under the leadership and direction of the Party branch secretaries, the role of Party members in grassroots Party branches has been increasingly affirmed . Many new models and effective methods in various aspects of social life have been applied . In particular, in the six residential areas selected to pilot the "Excellent Party Branch Secretary" emulation movement – Viet Thanh 4, Viet Thanh 5, Thanh Son, Thanh Ha, Hong Lech Cang, and Pom Mo Thai – the leadership role of the Party branch secretaries has become even more evident. Solutions in directing agricultural production (sowing on the same day, with the same variety, in the same field ); converting inefficient single-crop rice cultivation areas to high-value fruit tree cultivation (green pomelo); and building model new rural villages… have been implemented synchronously and concretely.
In the agricultural sector, many households in some Thai ethnic minority villages previously practiced planting local rice varieties with low yields and poor disease resistance. After the Party branch and its secretary disseminated information, explained, and analyzed the advantages of new rice varieties, the people gradually changed their mindset. As a result, rice yields have increased significantly, averaging 65 quintals/hectare; an increase of 7-10 quintals/hectare compared to 2020.
Mr. Lo Van Pan , Secretary of the Party Branch of Hong Lech Cang village, shared: "I believe that the ultimate goal of patriotic emulation movements is to make society civilized, stable , and developed. The 'Excellent Party Branch Secretary of a Residential Area' emulation movement is no different. Therefore, I always hope that no matter what position I hold, I will strive and make efforts to contribute to the overall development of the village, especially in socio-economic development so that people can enjoy a better life."
Always concerned about the people's affairs and working diligently because they know it benefits the people; seeing that some households are still slow in finding ways to develop their economy, each Party branch secretary in Thanh Chan commune is deeply concerned about finding solutions and working together to support them . As a result, by the end of 2022, the poverty rate in the entire commune had dropped to only 5.3%.
Mr. Ca Van Chinh, Permanent Deputy Secretary of the Thanh Chan Commune Party Committee, happily stated : “ Through flexible approaches, each thematic project that the Party branch secretaries of the residential areas registered to implement , concretizing the ‘Excellent Party Branch Secretary’ emulation movement, has shown positive results , creating changes in both the thinking and awareness of cadres, Party members, and people. This contributes to promoting socio-economic development, ensuring national defense and security, and building the Party and the political system. Specifically, regarding the theme of “ building model new rural villages ” chosen by Viet Thanh 4 and Viet Thanh 5 villages, after evaluating the criteria, both Party branches have achieved the set goals. This further affirms the leadership role of each Party branch secretary in the community.”
