Over the past period, influential figures among ethnic minority communities, such as Ms. Lau Tai Mui, and especially those who are Party members, have demonstrated their pivotal role in building bridges between the Party, the State, and ethnic minority communities; uniting the people to actively contribute to the development and stability of their communities and the province.
The core force among ethnic minority communities
Currently, Dong Nai province has 484 individuals recognized as influential figures among ethnic minority communities and 98 individuals recognized as village elders. Of these, 74 are Party members.
According to Tran Thanh Hoa, Director of the Department of Ethnic Minorities and Religion, respected figures among ethnic minority communities and village elders are actively contributing to the dissemination and mobilization of people to correctly implement the Party's guidelines and policies, and the State's laws; participating in building the grassroots political system; maintaining security, order, and social safety in ethnic minority areas; actively contributing to people's health care; and proactively participating in the preservation of traditional ethnic culture... Especially in the new phase, after the implementation of the two-tiered local government system, respected figures among ethnic minority communities and village elders have become a core force in explaining, mobilizing, and guiding public opinion effectively.
To demonstrate concern and support for influential figures among ethnic minority communities, ensuring village elders can work with peace of mind, the Provincial People's Council recently passed a resolution stipulating a support regime for influential figures in ethnic minority areas in Dong Nai province. Accordingly, influential figures in ethnic minority areas will receive a monthly allowance of 800,000 VND per person. In addition, each person will receive an annual health insurance card; and will receive visits and gifts during holidays and Tet (Lunar New Year) at a rate of 500,000 VND per person per visit, and no more than twice a year…
For many years, Dieu Bao, a Party member and former Head of the Ethnic Affairs Committee of Dong Nai province, held a respected position among the ethnic minority community in La Nga commune. He mobilized his connections and religious leaders to support disadvantaged ethnic minority households in repairing and building many new houses, with a total cost of approximately 8 billion VND. Whenever a poor household or family receiving social welfare benefits received a new house, Mr. Dieu Bao would use his pension to buy gifts as a token of encouragement.
In particular, at conferences organized by the commune and province, Mr. Dieu Bao was always one of the first representatives of ethnic minorities to speak about the implementation of ethnic affairs work, ethnic policies, and the people's recommendations on related issues, including the implementation of a two-tiered local government system.
Mr. Dieu Bao said: During his tenure, he always coordinated with local authorities to carry out propaganda and mobilization efforts to help the people understand and participate in local movements voluntarily when the new government model was implemented. He, like other respected figures among ethnic minorities and village elders, wanted to contribute to the community. At the same time, as a Party member, he reminded himself to fulfill his responsibilities in the work assigned by the State, maintaining the prestige of a Party member, so that the people would listen and trust him.
Lam Nho, a Party member with 38 years of Party membership and over 70 years of age, a respected figure among the ethnic minority community in Loc Thanh commune, said: As a Party member and a bridge between the ethnic minority community and the government, he informs the people about the State's policies towards ethnic minorities; about the new government model, which, although new, is not outside the goal of national development and improving the lives of the people, including ethnic minorities. He also reminds everyone to work together to build their family economies, take care of their children's education, and especially to have faith in the Party's guidelines and policies, and the State's laws to preserve, build, and protect the Fatherland, especially in a border commune like Loc Thanh.
Focus on the core members of the community.
To further enhance the effectiveness and role of influential figures among ethnic minority communities, including village elders who are both Party members and representatives of over 421,000 people from 37 ethnic minority groups, Dong Nai province has devoted considerable attention, both materially and spiritually, to creating conditions for these bridge-building entities to develop their capabilities…
Ms. Dinh Thi Kim Dieu, a Muong ethnic minority resident of Tan An commune, said: During her time as a Party member and a respected figure among ethnic minorities, she was given the opportunity to participate in the role of deputy head of the women's association in the hamlet and head of the hamlet. Throughout her tenure, she consistently played the role of representing the people to the government and serving as a channel for disseminating the Party's guidelines and policies, as well as the State's laws and regulations, to the people. For example, conflicts between individuals or families are inevitable in the community. In such instances, with the trust of the community and as a Party member active in the residential area's Party branch, she and the hamlet committee participated in mediation, fostering a spirit of neighborly solidarity.
Furthermore, influential figures among ethnic minority communities, including village elders and some Party members, have effectively represented the voice of their communities to the government at all levels and served as a channel for disseminating information and promoting policies to ethnic minority communities by proactively contributing their opinions.
One of the individuals who actively spoke out was Party member Nguyen Dinh Bien, a respected figure among the Chơro ethnic minority in Phu Ly commune.
Mr. Nguyen Dinh Bien said: "When attending conferences, people submit many suggestions. I select the appropriate and practical content so that when the organizing committee needs to record the opinions, I can relay them. Sometimes it's just a thank you from the people for the government's policies that have helped their children get to school better; or for their active participation in protecting the forests in the areas adjacent to their homes. Sometimes I inform the authorities at all levels about the difficulties the people are facing due to natural disasters that have reduced crop yields, or many roads that are still damaged and need repair... These suggestions are all received by the organizing committee and answered directly or in writing."
