The year 2025 holds special significance for Phu Tho province as it has just completed the reorganization of its administrative units while maintaining a high and fairly comprehensive rate of socio-economic growth. In the context of a streamlined organizational structure and expanded development space, the achievements of the year not only reflect the flexible and decisive leadership capacity of the entire political system but also create an important foundation for the province to enter 2026 with a proactive mindset and the expectation of even stronger breakthroughs.

In 2025, Phu Tho's economic landscape is expected to be bright. The estimated GRDP growth rate is 10.52%, ranking fourth nationwide and leading the Northern Midlands and Mountainous region, exceeding the set target despite numerous intertwined difficulties and challenges. The economy is projected to reach over 412 trillion VND, demonstrating the strong growth of manufacturing and service sectors, even as the province simultaneously undertakes major tasks related to organizational restructuring. GRDP per capita is projected at 111.4 million VND, a 14.37% increase compared to 2024, reflecting the improving quality of growth and the continued enhancement of people's living standards.

The urban landscape of Phu Tho is increasingly improving, befitting its status as a driving force center in the Northern Midlands and mountainous region.

One of the highlights of 2025 is the significant improvement in land clearance work. This is identified as a crucial step, decisive for the progress of investment projects, especially infrastructure projects, industrial parks, and urban development projects. With the synchronized involvement of the entire political system and decisive direction from the provincial to the grassroots level, many long-standing obstacles have been gradually resolved. Numerous key projects that had been delayed for years have been unblocked, creating clean land for attracting investment and socio-economic development. Following the merger, localities quickly stabilized their organizations, demonstrated a sense of responsibility, and proactively coordinated in resolving issues, contributing to public consensus.

Alongside land clearance, attracting investment continues to be a prominent highlight in the economic picture of 2025. The province's investment and business environment is increasingly improving towards transparency, openness, and business-friendliness. During the year, the province attracted US$1.51 billion in FDI, a 64% increase compared to 2024, along with nearly VND 220 trillion in DDI, 3.6 times higher than the previous year. Many large-scale projects with modern technology and high added value have been licensed and implemented, aligning with the province's sustainable development orientation. In addition, the establishment of 4,546 new businesses has contributed to supplementing resources for the economy, creating more jobs and providing new growth drivers.

Tourism has been identified as a strength, making a significant contribution to the socio-economic development of Phu Tho in the coming years.

In financial and budgetary management, Phu Tho continues to demonstrate proactiveness, flexibility, and efficiency. State budget revenue in the province in 2025 is estimated to reach over 57 trillion VND, equivalent to 127.5% of the projected figure, far exceeding initial expectations. This creates important resources for the province to invest in infrastructure development, implement social welfare policies, and ensure regular expenditure tasks. The revenue structure is becoming increasingly sustainable, gradually reducing dependence on unstable revenue sources. Disbursement of public investment capital is estimated to reach 95% of the plan, reflecting the great efforts of sectors and localities in overcoming difficulties and accelerating the progress of projects. Many infrastructure projects in transportation, health, education, and culture have been accelerated or completed and put into use, not only contributing to improving the living conditions of the people but also creating a ripple effect for socio-economic development.

Along with economic growth, digital transformation continues to be identified as one of the important pillars in the province's development management. By 2025, Phu Tho aims to achieve 100% online public services at level 4, integrated into the National Public Service Portal, contributing to improving the quality of service for citizens and businesses, and reducing time and costs in handling administrative procedures. The development of a digital government is gradually deepening, aiming to better serve the needs of society. Digital transformation in the economic, educational, health, and agricultural sectors is also being promoted, creating a foundation for the development of the digital economy and digital society in the coming years.

In the field of agriculture and rural development, the province continues to implement comprehensive solutions linked to the restructuring of the agricultural sector, increasing production value and income for the people. The appearance of many rural areas is increasingly improving, essential infrastructure is receiving investment, and the rural environment is gradually improving. The rural development program is not only focused on fulfilling criteria but is increasingly aiming to improve the quality of life, preserve cultural identity, and promote sustainable development. The poverty rate throughout the province has decreased to 2.71%, demonstrating the clear effectiveness of sustainable poverty reduction policies and livelihood support and job creation programs.

Social security continues to be a crucial pillar, contributing to maintaining social stability amidst numerous challenges. Policies for war veterans, the poor, and those receiving social assistance are implemented promptly and effectively. Job creation and vocational training, especially for rural workers, are prioritized, contributing to improving the quality of the workforce and increasing people's income. These achievements are not only significant in the short term but also lay the foundation for long-term, sustainable development.

Entering 2026, Phu Tho province faces many new opportunities as its development space expands and its potential is strengthened. Building on the achievements of 2025, the province is determined to continue maintaining macroeconomic stability, striving for a GRDP growth rate of approximately 11%, focusing on removing bottlenecks in land clearance, and promoting selective investment attraction, prioritizing high-tech and environmentally friendly projects. Public investment will continue to be focused and targeted, avoiding scattered investments, and linked to improving capital efficiency and financial and budgetary discipline.

Digital transformation, building advanced new rural areas, and ensuring social security continue to be identified as overarching tasks in development management. The ultimate goal is to improve the quality of life for the people and build Phu Tho into a relatively developed province in the region, worthy of its role as a driving force center in the northern midland and mountainous region.
