Ninh Binh develops its cultural industry.

According to Decision No. 218/QD-TTg dated March 4, 2024, of the Prime Minister approving the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, the development target for 2030 is clearly stated as: "Striving for cultural industries to account for over 10% of GRDP". And by 2035: "To become a centrally-governed city with the characteristics of a Millennium Heritage City, a creative city; a major center with high brand value in tourism, cultural industries, and heritage economy for the whole country and the Asia-Pacific region...".

Thus, the cultural industry has become a specific qualitative goal and quantitative target in the development direction and roadmap of our province until the middle of the 21st century. This is both an opportunity and a significant challenge, requiring the Party Committee, military, and people of Ninh Binh to have high determination and great efforts to achieve the set goals and targets.

Ninh Binh province has almost all the favorable conditions for developing the cultural industry, especially in fields such as tourism , Cheo and Xam singing, handicrafts, film, fine arts, photography, and exhibitions.

Ninh Binh boasts many famous scenic spots such as: the Trang An Scenic Landscape Complex, recognized by UNESCO as a World Cultural and Natural Heritage Site, including the Hoa Lu Ancient Capital historical and architectural site, Bai Dinh Pagoda; the Tam Coc-Bich Dong tourist area; Non Nuoc Mountain; Van Long Wetland Nature Reserve; Phat Diem Stone Church; Cuc Phuong National Park... These places serve both as tourist attractions and as backdrops for creating unique cultural products.

In particular, Ninh Binh boasts a rich historical and cultural tradition associated with three dynasties: Dinh, Early Le, and Ly. The Hoa Lu area was also where the Tran dynasty rulers retreated to direct the Dai Viet army and people against the Mongol invaders in the 13th century. The historical milestones and events of the nation, linked to outstanding figures such as Dinh Tien Hoang, Dinh Dien, Nguyen Bac, Trinh Tu, Luu Co, Empress Dowager Duong Van Nga, Nguyen Minh Khong, Truong Han Sieu... throughout the typical historical periods of Ninh Binh, provide excellent "input" for creating diverse cultural products and services... to meet the increasingly strong and diverse cultural consumption and enjoyment needs of the people.

Another advantage is that Ninh Binh is developing its cultural industry amidst the rapid development of information technology and artificial intelligence (AI). It can be said that AI is currently an irreversible global trend, contributing practically to serving human life. The development of information technology and AI allows us to recreate and create unique cultural products about the land and people of Ninh Binh from various historical periods, which people can visit and enjoy through works of art, and which also bring high economic value.

Our province has a young, abundant workforce with a relatively high level of education. The Party committees, government at all levels, and the political system pay attention to and create favorable conditions in all aspects... These are fundamental advantages for the development of the cultural industry in Ninh Binh.

Besides that, Ninh Binh province also faces several challenges: Information and data on historical and cultural events and figures throughout different periods are limited and require in-depth research and systematization. Information technology infrastructure is not yet synchronized and modern. The number of people skilled in information technology and AI, along with creative abilities, profound intellectual and cultural knowledge, and business skills to produce cultural products, is still small. Policies and funding support mechanisms are not yet synchronized and strong enough...

Over the years, implementing the Party and State's policies and resolutions on the development of the cultural industry, our province has made many efforts and achieved some outstanding results in the fields of cultural tourism, handicrafts, etc. However, the development of the cultural industry is not yet comprehensive or uniform across all sectors.

To achieve and surpass the target for cultural industry development set for 2030, which is "striving for cultural industry to account for over 10% of GRDP," Ninh Binh province needs to focus on disseminating information and educating Party committees, government agencies at all levels, officials, Party members, and the people about the cultural industry in the coming period.

Develop and refine mechanisms, policies, plans, and projects for the development of the cultural industry. Implement solutions in leadership, direction, and management that are focused, decisive, and assign tasks with clear responsibilities, clear tasks, and clear completion deadlines, because the cultural industry demands creativity and intellectual capacity.

Choosing to develop the cultural industry with sectors such as: handicrafts; cultural tourism; design; performing arts; fine arts, photography and exhibitions... is Ninh Binh's strength, aiming to create more jobs, increase income, and lay the foundation for leading other sectors.

Expand cooperation and investment in information technology infrastructure, cultural services, tourism, film studios, etc. Invest in building an Innovation Center and implement policies to attract talented individuals to work in the province to comprehensively develop all sectors of the cultural industry, including: Advertising; Architecture; Software and entertainment games; Handicrafts; Design; Film; Publishing; Fashion; Performing arts; Fine arts, photography and exhibitions; and Cultural tourism, as stipulated in the "Strategy for the Development of Cultural Industries to 2020, Vision 2030" approved by the Government.
