Efforts to ensure social security

QTO - Caring for the poor, contributing to improving people's lives, and promoting local socio-economic development has always been one of the key tasks in Quang Ninh commune. Thanks to the active and coordinated involvement of the entire political system and the unity of the people, Quang Ninh commune has achieved many remarkable results in poverty reduction and ensuring social security.

Create jobs, increase income.

Over the past period, Quang Ninh commune has consistently focused on implementing comprehensive solutions and support policies to create jobs and increase income for its residents; incorporating job creation into its socio-economic development action plan; and prioritizing the dissemination of central and provincial policies on job creation and poverty reduction to the people. Simultaneously, relevant associations, departments, and agencies have actively created local jobs for workers through programs and projects that provide loans to support job creation, maintenance, and expansion.

According to Ha Xuan Hung, Chairman of the Farmers' Association of Quang Ninh commune, the association has focused on mobilizing, guiding, and supporting farmers to participate in the development of collective economic activities , cooperatives, and associations to concentrate production and business, and increase income. Currently, the commune has 11 cooperatives operating in various fields; and 16 medium and small-scale integrated farms. Many branches and professional associations have developed production effectively, creating jobs for many local workers.

Typical examples include: the Ha Kien Aquaculture Professional Association with 21 members, producing 85 tons of commercial shrimp, generating revenue of 85 billion VND, and an average income of 500 million VND per member per year; the Ham Ninh Watermelon Professional Association with 45 members, cultivating 50 hectares per year, generating nearly 1.4 billion VND in economic value, and an average income of nearly 250 million VND per member per year; and the Agarwood Craft Village Association with 37 members, generating 16 billion VND in revenue and an average income of 450 million VND per year...

To facilitate economic development for its members, the Farmers' Association of the commune has effectively played the role of a bridge, promptly transferring credit capital to the people. Currently, the association is efficiently managing nearly 92 billion VND in capital; including 3.7 billion VND from the Farmers' Support Fund at all levels and 87 billion VND from other banks, providing loans to over 1,100 households.

In addition, the Farmers' Association of the commune has coordinated the opening of vocational training classes in mushroom cultivation, aquaculture, etc., for 70 members, contributing to improving the quality of human resources for agricultural development and rural construction; organized visits and study tours for officials and members to learn from effective production and business models; and supported the listing of OCOP products in the area on the Postmart e-commerce platform. Through the opening of product display booths, many typical agricultural products of farmer members have been introduced and connected with a large number of customers inside and outside the province.

Join hands to help the poor.

With the motto "Leaving no one behind," the Party Committee and government of Quang Ninh commune have paid close attention to caring for the lives of poor households and families entitled to preferential policies, carrying out many meaningful and practical activities, contributing to the effective implementation of social welfare policies in the locality.

According to Nguyen Thi Nhu Ngoc, Chairwoman of the Vietnam Fatherland Front Committee of Quang Ninh commune, from 2024 to the present, the commune's Fatherland Front has coordinated with the higher-level Fatherland Front to mobilize resources to build 26 new houses and repair 2 "Great Solidarity" houses for poor households, near-poor households, households with particularly difficult circumstances, and households affected by natural disasters, with a total cost of over 1.3 billion VND. The Fatherland Front and political and social organizations have also coordinated to organize programs such as "Supporting Students to School," "Godmothers," and "Adopted Children of the Youth Union," providing support and gifts to 284 poor, orphaned, and disadvantaged students with a total amount of nearly 125 million VND.

Social welfare work has always been a priority for Quang Ninh commune, with serious, complete, timely, and targeted implementation, ensuring democracy, openness, and transparency. Annually, the commune organizes visits and gift-giving to policy beneficiaries and those in difficult circumstances during holidays and Tet (Lunar New Year); supports the construction of "Great Solidarity" houses; and receives and distributes disaster relief funds and goods, as well as holiday allowances, to the correct recipients. In addition, the commune effectively implements policies for war veterans, relatives of martyrs, wounded soldiers, and disabled veterans; cares for the lives of those who have contributed to the revolution; completes the repair and construction of houses for war veterans, and eliminates temporary housing for poor and near-poor households in the area.

In response to the 2025 "For the Poor" campaign month, agencies, units, businesses, and people in Quang Ninh commune contributed nearly 490 million VND to the "For the Poor" Fund. From this fund, the "For the Poor" Fund Campaign Committee of the commune will organize the distribution of gifts to poor households and households with particularly difficult circumstances in the commune.

According to Pham Thi Bich Hue, Deputy Secretary of the Party Committee of Quang Ninh commune, thanks to the active involvement of the entire political system, poverty reduction efforts in Quang Ninh commune have yielded many positive results, with an average annual reduction rate of 1.34% in the number of poor households. In the coming period, Quang Ninh commune will continue to strengthen the dissemination of policies and laws on poverty reduction; fully and promptly implement policies and preferential regimes for people with meritorious service; promote the "Gratitude and Remembrance" and "Remembering the Source" movements... aiming to mobilize all resources in society and the community to better care for the material and spiritual lives of people with meritorious service to the revolution; implement sustainable poverty reduction programs and models; stabilize and improve the quality of life for the poor; and focus on vocational training for laborers in conjunction with sustainable poverty reduction projects, job creation, and labor export…
