Efforts to reform the administrative system.

To date, administrative reform in An Giang province has achieved positive results in all areas, from leadership and management, to propaganda, inspection of administrative reform, and specific tasks. This is thanks to the efforts of provincial departments, agencies, and localities.

Department of Justice and Institutional Reform

Institutional reform is the breakthrough point, the "bottleneck of bottlenecks." Institutional reform plays a particularly important role in contributing to socio -economic development, ensuring national defense and security, and maintaining social order and safety. According to Trinh Tuan Ngoc, Director of the Department of Justice: "As the leading agency responsible for monitoring, guiding, and inspecting the province's institutional reform index, the unit has advised the Provincial People's Committee to issue 14 directives and regulations on the development, inspection, review, systematization of legal documents, and monitoring the implementation of laws."

The review and feedback process was also given careful attention, ensuring quality, timeliness, and compliance with regulations. Based on the review results of the Department of Justice (127 draft documents), the Provincial People's Council and People's Committee issued 70 documents (28 resolutions, 62 decisions). A highlight was the timely completion of the review of draft resolutions and decisions on legal regulations detailing the implementation of the 2024 Land Law, the 2024 Housing Law, and their implementing guidelines. The Department of Justice coordinated with other departments and agencies to review 1,606 legal documents. As a result, recommendations were made to amend, supplement, or repeal 170 documents, ensuring their constitutionality, legality, consistency within the legal system, and feasibility in practice.

Developing e-government and digital government.

According to the Director of the Department of Science and Technology, Le Quoc Cuong, high-speed fiber optic internet has now reached 100% of commune, ward, and town centers. Broadband mobile internet coverage extends to 100% of hamlets and villages, meeting the needs of people for services and information searching. 100% of industrial parks, enterprises, schools, and hospitals have internet connectivity for management and operation. 100% of state agencies have local area networks (LANs) and are connected to the internet and dedicated data transmission networks of Party and State agencies.

The province currently has over 2.1 million mobile phone subscribers and nearly 424,500 fixed broadband subscribers. The percentage of the adult population with smartphones reaches 71.3%; the percentage of subscribers using smartphones is 74.7%; the percentage of households with fixed broadband connections is 83.2%; and the coverage rate of fixed broadband networks and 3G/4G coverage reaches 100% of communes. The development of e-government in An Giang province ensures close integration with information security, cybersecurity, and the protection of personal and organizational information. The An Giang Provincial SOC system is configured to monitor the province's information systems and connect with the national system for monitoring and managing cybersecurity to support the digital government.

Improving the investment and business environment

Identifying the improvement of the investment and business environment as a central and continuous task in the implementation process, units and departments are focusing intensely on promoting administrative procedure reform, simplifying paperwork, and applying information technology in handling work. In addition, they are researching and implementing models to support citizens and businesses in a substantive and effective manner; proactively researching and proposing solutions to thoroughly remove barriers to investment and business activities caused by overlapping, conflicting, unreasonable, or inconsistent legal regulations. They are also preparing the necessary conditions to attract investment and meet the needs of businesses.

According to the Department of Finance, in recent times, the improvement of the business environment and enhancement of competitiveness have always received the attention of the provincial leadership. This includes consistently directing the vigorous and coordinated implementation of many solutions, especially promoting administrative procedure reform, shortening processing times, reducing implementation time, lowering administrative costs, and ensuring transparency. At the same time, it has enhanced the responsibility of state administrative agencies, contributing to creating favorable conditions for investors in the implementation of projects and for businesses in the production and business process.

Alternate Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the People's Committee of An Giang Province, Ho Van Mung, requested that departments, agencies, and localities develop breakthrough solutions for administrative procedure reform based on learning from the experiences of successful units and the province's realities, in order to serve the people and promote socio-economic development. He emphasized the need to clearly define assigned tasks, review existing shortcomings and limitations, and identify bottlenecks to find solutions. He also stressed the importance of strengthening communication and raising awareness among officials, civil servants, and the people through diverse and varied methods, so that they understand the goals, significance, and importance of administrative reform.
