Efforts to implement electronic medical records.

(Baothanhhoa.vn) - With the goal of continuously innovating and improving the quality of medical examination and treatment services, the health sector has been constantly implementing solutions to promote the application of information technology and digital transformation in hospital management and medical examination and treatment management. In particular, hospitals are striving to accelerate the implementation of electronic medical records, ensuring completion before September 30, 2025.

Efforts to implement electronic medical records.

The expert council advises on and evaluates the implementation of electronic medical records at Thanh Hoa Traditional Medicine Hospital.

Recently, Lang Chanh General Hospital became the 21st hospital in the province to qualify for the complete replacement of paper medical records with electronic medical records; the number of people receiving medical examination and treatment covered by health insurance accessing the hospital using chip-embedded citizen ID cards is increasing; clinical departments have implemented electronic prescriptions according to the guidelines of the Ministry of Health . Along with that, the hospital is accelerating the updating and digitization of professional procedures on the software...

According to Ngo Cong Liem, Director of the hospital: Along with improving the quality of medical examination and treatment, the hospital has recently promoted the application of information technology and actively pursued digital transformation in both management and professional activities.

Recognizing the role of digital transformation in improving the quality of healthcare services, the hospital has proactively upgraded its technical infrastructure to meet the requirements of implementing electronic medical records, helping to reduce administrative workload, optimize the examination and treatment process, and improve the quality of healthcare services. The application of information technology in patient record management has facilitated doctors and nurses in recording patient information, prescribing medication, dispensing drugs, copying medical records, settling hospital fees, etc., thereby improving accuracy, transparency, and convenience for patients.

At Thanh Hoa Traditional Medicine Hospital, since 2023, a project has been underway to implement electronic medical records; investing in and upgrading the information technology system; upgrading and deploying the Hospital Information System (HIS) software from version 3.0 to 6.0; and digitizing all medical records and replacing manual printing with machine printing. By 2024, the hospital will implement laboratory information system (LIS) software; prepare bidding documents and tender for IT equipment packages; and by 2025, the procurement package will be completed, including the installation of the network system, search kiosks, and upgrading of the server room... to deploy the electronic medical record software and PACS software.

According to Nguyen Hoang Trung, Deputy Director of Thanh Hoa Traditional Medicine Hospital, "to ensure the implementation of electronic medical records in accordance with regulations, the hospital has established an appraisal council to evaluate the conditions regarding information technology infrastructure, professional procedures, and practical operational skills. The implementation of electronic medical records has contributed to the modernization of services for protecting, caring for, and improving the health of the people, helping people easily access and utilize highly effective medical services. In the future, the hospital will continue to implement biometrics for patients; invest in more equipment to completely eliminate paper medical records (expected in Q4/2025); invest in smart kiosks for registration using citizen identification cards and biometrics according to Project 06; and apply artificial intelligence (AI) and other new technologies."

According to a report from the Department of Health, to date, 19 public hospitals and 2 private hospitals in the province have implemented electronic medical records. Despite the achievements, the implementation of electronic medical records still faces many difficulties, including the need for significant investment in information technology infrastructure and human resources. Meanwhile, some hospitals still struggle to secure these funds; their information technology infrastructure and equipment were invested in many years ago, are outdated, and are not standardized.

According to Deputy Director of the Department of Health Le Van Cuong, the health sector identifies digital transformation as a continuous and decisive process to promote digital transformation in management, administration, examination, and treatment, so that people can benefit from the convenience of comprehensive medical examination, treatment, and healthcare. The Department of Health is actively directing public and private medical facilities to urgently complete the necessary conditions and digitize processes to accelerate the implementation of electronic medical records. In August, the health sector aims to add 8 more hospitals and strive to complete electronic medical records before September 30, 2025, in accordance with the Government's digital transformation roadmap.

The healthcare sector's efforts in implementing electronic medical records have laid the first "building blocks" on the path towards a smart hospital model, contributing to improving the quality of medical examination and treatment, and putting patients at the center of service.
