Efforts to implement electronic medical records

(Baothanhhoa.vn) - With the goal of constantly innovating and improving the quality of medical examination and treatment services, the health sector has continuously implemented solutions to promote the application of information technology and digital transformation (DT) in hospital administration and medical examination and treatment management activities. In particular, hospitals are making efforts to accelerate the implementation of electronic medical records, ensuring completion before September 30, 2025.

Efforts to implement electronic medical records

The expert council consults and evaluates the implementation of electronic medical records at Thanh Hoa Traditional Medicine Hospital.

Recently, Lang Chanh General Hospital has become the 21st hospital in the province qualified to deploy electronic medical records to completely replace paper medical records; the number of people using health insurance to access the hospital with chip-embedded citizen identification cards is increasing; clinical departments have implemented electronic prescriptions according to the instructions of the Ministry of Health . Director of Ngo Cong Liem Hospital said: Along with improving the quality of medical examination and treatment, in recent times the hospital has promoted the application of information technology, actively implementing digital transformation in both management and professional activities.

Recognizing the role of digital transformation in improving the quality of medical services, the hospital has proactively upgraded its technical infrastructure to meet the requirements of implementing electronic medical records, helping to reduce administrative work, optimize the medical examination and treatment process and improve the quality of medical services. Because when applying information technology in patient record management, it has facilitated doctors and nurses in recording patient records, prescribing, dispensing drugs, copying medical records, settling hospital fees..., thereby improving accuracy, transparency and creating convenience for patients.

At Thanh Hoa Traditional Medicine Hospital, since 2023, a project has been developed to deploy electronic medical records; invest in and upgrade the information technology system; upgrade and deploy hospital information system (HIS) software from 3.0 to 6.0; digitize all medical records and print them instead of handwriting. By 2024, the hospital will deploy laboratory information software (LIS); prepare bidding documents, bid for information technology equipment packages; in 2025, the procurement of bidding packages, installation of network systems, search KIOSK, upgrading of server rooms... will be completed to deploy electronic medical records software, PACS software.

Deputy Director of Thanh Hoa Traditional Medicine Hospital Nguyen Hoang Trung said, "To ensure the implementation of electronic medical records in accordance with regulations, the hospital has established an appraisal council to evaluate the conditions of information technology infrastructure, professional processes and practical operating skills. When implementing electronic medical records, it has contributed to modernizing services to protect, care for and improve people's health, helping people easily access and use highly effective medical services. In the coming time, the hospital will continue to deploy biometric signatures for patients; invest in more equipment to completely eliminate paper medical records (expected in the fourth quarter of 2025); invest in smart KIOSKs to register with CCCD, biometrics according to Project 06; apply artificial intelligence (AI) and new technologies".

According to the report of the Department of Health, up to now, there have been 19 public hospitals and 2 non-public hospitals in the province implementing electronic medical records. In addition to the achieved results, the implementation of electronic medical records still faces many difficulties because it requires a large amount of funding for investment in information technology infrastructure and human resources. Meanwhile, for some hospitals, the allocation of this funding source is still facing many difficulties; information technology infrastructure and equipment were invested many years ago, have degraded, and are not synchronized...

Deputy Director in charge of the Department of Health Le Van Cuong said that the health sector identifies digital transformation as a continuous and drastic process of promoting digital transformation in management, examination and treatment so that people can enjoy the benefits of medical examination, treatment and comprehensive health care. The Department of Health is actively directing public and non-public health facilities to urgently complete the conditions and digitize the processes to accelerate the implementation of electronic medical records. In August, the health sector aims to add 8 more hospitals and strive to complete electronic medical records before September 30, 2025 in accordance with the Government's digital transformation roadmap.

The efforts of the health sector in implementing electronic medical records have laid the first "bricks" on the path towards a smart hospital model, contributing to improving the quality of medical examination and treatment, focusing on patients as the center of service.
