The "Nursery in Detention Center" model of effective public relations implemented by the Lang Son Provincial Police aims to ensure the legal rights and interests of pregnant women, women raising young children, and children under 36 months old who accompany their mothers to detention centers.

The successful model of community mobilization, "Nursery within a detention center," is a testament to the humane nature of the law.

The model has created a safe and healthy environment for the children's care and nurturing, as well as demonstrating the humanistic and compassionate nature of the Party and the State in protecting human rights.

On average, the Lang Son Provincial Police Detention Center receives 8-12 cases annually of female detainees who are pregnant or raising young children under 36 months old.

The implementation of the "Nursery in Detention Center" model contributes to building trust among those who have made mistakes, helping them rebuild their lives, and demonstrates the humanistic and compassionate nature of the Party, State, and Public Security sector in educating and rehabilitating prisoners. It also provides a better environment for rehabilitation and living for female detainees and prisoners with young children or who are pregnant.

To ensure the model operates effectively, sustainably, and truly promotes humanitarian values, according to Comrade Tran Thanh Nhan, Vice Chairman of the People's Committee of Lang Son province, the Provincial Police and relevant agencies and units need to organize the operation of the model to ensure harmony between the requirements of state management of temporary detention and custody and the task of caring for, nurturing, and protecting children; continue to strictly implement the provisions of the law and professional procedures in the management of temporary detention and custody; and ensure full and timely provision of benefits and policies for those temporarily detained or in custody, especially pregnant women and women with young children.

As one of the pioneering units in implementing the "Nursery in Detention Center" model, despite facing many difficulties, with the responsibility of a soldier and a love for children, the officers and soldiers at the Provincial Police Detention Center directly pay attention to the quality of care, nurturing, and development environment of the children in the nursery...

As assigned, the staff regularly monitor, review, and evaluate the effectiveness of the model's activities, promptly adjusting and supplementing the content and organizational methods to suit practical realities and the goal of providing children with a safe, healthy, and humane environment for living and development.

According to Lieutenant Colonel Nguyen Dinh Than, Deputy Superintendent of the Provincial Police Detention Center, to optimize the effectiveness of the model, the unit advised the Provincial Police to mobilize social resources to help renovate and repair facilities; at the same time, it directed organizations to decorate and gather toys to create a playground for children.

According to the operating regulations of the model, children at the "Nursery in the Detention Center" will be guaranteed proper nutrition, medical care, and participation in daily activities and education. Captain Le Thi Yen, President of the Women's Association of the Detention Center, shared: "Having been separated from their mothers since a young age, the children at the 'Nursery' need the warmth and embrace of the community even more."

To create optimal and comprehensive development conditions for the children, from the very beginning of the project, the unit focused on building common living spaces and playgrounds for the children. The decoration and provision of toys for this "nursery" area were assigned to the Women's Association and the Youth Union by the unit's leadership, aiming to create a friendly and welcoming environment for the young children to live and play in.

Besides the guaranteed material conditions, the human kindness at the "Nursery in the Detention Center" is also demonstrated through the regular acts of sharing and encouragement from the unit's leaders, officers, and soldiers. Small gifts on holidays and simple words of encouragement have become a great source of comfort, helping to alleviate feelings of shame and instilling confidence in the women being temporarily detained here, allowing them to look forward with more hope.

Witnessing the image of her nearly 6-month-old child being lovingly cared for by the officers and soldiers in the detention center, the detainee NTTP emotionally stated: “Here, my children are well cared for and their health is monitored attentively. I am very grateful to the officers. Seeing my child grow day by day, I tell myself that I must change, I must live a better life to rebuild my life and for my child's future.”

Behind every mistake is a person who needs a chance to correct their errors, and behind every child is a future that needs to be protected. The effective community outreach model "Nursery in Detention Centers" implemented by the Lang Son Provincial Police is not only a professional activity but also a clear testament to the humane nature of the law.

With the attention of the Party Committee and the government, along with the dedication of the police officers and soldiers of the province, we believe that this model has ignited hope and awakened the good in each female inmate, helping them to have more motivation to repent, overcome their feelings of guilt, and move towards a new life.
