Specifically: VCPMC represents music copyright; RIAV represents the rights of sound producers; APPA represents the rights of performing artists; and VAFC represents related rights to cinematographic works, films, and television.

The problem is that when a musical or audiovisual product is put into commercial exploitation, it usually entails multiple layers of rights simultaneously: copyright, performing artist rights, recording producer rights, and video recording rights.

Meanwhile, each representative organization is currently only licensed within the scope of the rights or works they are authorized to manage. As a result, many businesses are left in a difficult situation.

Legally, Government Decree No. 17/2023/ND-CP, which details certain provisions and measures for implementing the Law on Intellectual Property regarding copyright and related rights, has facilitated businesses to avoid having to independently identify each copyright owner or negotiate separately with each author.
