With the strong support and decisive direction from the provincial leadership, as well as the province's level of investment attraction and economic growth, Thanh Hoa's Provincial Competitiveness Index (PCI) ranking should rightfully be among the top in the country.

In fact, there were years when Thanh Hoa 's PCI (Provincial Competitiveness Index) ranked quite high, such as for three consecutive years (from 2013 to 2015) fluctuating between 8th and 12th place. From 2017 to 2019, it fluctuated between 24th and 28th place. However, just two years later, Thanh Hoa's PCI dropped very quickly, falling to 43rd place in 2021 and 47th out of 63 provinces and cities nationwide in 2022, a "shocking" figure.
The instability of Thanh Hoa's Provincial Competitiveness Index (PCI), with its sharp increases followed by deep declines, can be attributed in part to the fact that some departments, agencies, and localities within the province have not yet effectively implemented the Departmental and District-level Competitiveness Index (DDCI). If the quality of governance at the district and departmental levels improves over time, and the level and quality of handling procedures for businesses improve, helping businesses reduce costs and facilitating project implementation, it will certainly boost the province's competitiveness.
2022 marked the second year that Thanh Hoa province implemented the DDCI assessment. The announcement of rankings, including several low-ranking departments and agencies related to businesses, created a strong impetus and served as a benchmark for departments, agencies, and localities to address shortcomings and focus on the key issue of creating a favorable investment and business environment for enterprises. Immediately, this had a significant impact; Thanh Hoa's PCI ranking in 2023 soared, jumping 17 places to enter the top 30 provinces and cities nationwide in the recent announcement.
We made timely adjustments after falling significantly in the national rankings, and just one year later we rose strongly.
Following the announcement, people and businesses are hoping that Thanh Hoa's PCI ranking will not only be maintained in the top positions but will also continue to improve in subsequent announcements. This is because the PCI is a measure of business satisfaction with the local investment and business environment. Thanh Hoa province has been developing many industrial zones and clusters, attracting many large businesses and economic groups to invest. Improving the investment and business environment will create opportunities for businesses to grow stronger, generating a new wave of investment into the province.
To achieve this, relevant departments, agencies, and localities, as well as officials tasked with promoting investment and handling related procedures for businesses, must make greater efforts, avoiding complacency and resistance to innovation. In particular, they must abandon the mindset that businesses should only come to them if they need them. Instead, they must recognize their weaknesses and shortcomings and work to address them. More importantly, they must persevere and remain committed to the set goals, breaking the erratic pattern of fluctuating Provincial Competitiveness Index (PCI) results of the past.
After the sadness, we resolved to start over, and the first steps were successful. Now, after the initial joy, we hope that we will also control our emotions, maintain our composure, and uphold our responsibilities to do even better.
