On November 15th, Deputy Minister of Transport Le Anh Tuan and his delegation worked with the People's Committee of Dong Nai province on the progress of the Bien Hoa - Vung Tau expressway project section passing through the province.


Proposals to remove obstacles

At the meeting, the Project Management Board 85 stated that the expressway through Dong Nai is divided into two component projects.

Component Project 1 has two main packages, packages 18 and 21, with a total output to date reaching 5.6%, and 87.53 hectares of land handed over, achieving 64%. Component Project 2 has achieved an output of 18.9%, with 157.64 hectares of land handed over, achieving 87%.

Regarding material sources, the reserves of embankment earth from local commercial quarries are insufficient to meet demand. Areas with special mining mechanisms also face obstacles in the approval process, resulting in a shortage of approximately 4 million cubic meters.

Specifically, component project 1 has seen a total investment increase of 1,084 billion VND, while component project 2 has increased by 2,575 billion VND.

Currently, the People's Committee of Dong Nai province has not issued any document clarifying the increase in land clearance costs at the component projects as requested by the Ministry of Transport, in order to facilitate the internal appraisal of the investment policy adjustment dossier.

Therefore, the relevant units recommended that Dong Nai province direct relevant agencies to support and expedite the subsequent procedures; and allow the use of fill soil from projects to lower the ground level and improve agricultural land for the construction of the Phan Thiet - Dau Giay expressway to supply the project.

In particular, priority should be given to clearing the land at locations already proposed by the relevant units so that the contractor has sufficient land to begin construction.

Land acquisition is a major bottleneck for component project 1.

"Some localities have completely blocked motorbike traffic, even though deposits have been made and commitments have been made to repair the roads later, but the people are not allowing them to pass. In addition, slow resettlement is also affecting compensation for land clearance. The contractor hopes to continue receiving materials quickly to serve the construction," Mr. An said.

Regarding this issue, Mr. Mai Phong Phu, Deputy Director of the Project Management Board for Compensation, Land Clearance and Resettlement Support in Dong Nai province, said that they will continue to persuade people to hand over the land. The province has also implemented a policy to extend the temporary housing period and pay temporary housing allowances to the people.

The shortage of land for constructing the expressway through Dong Nai has not yet been resolved.

Representatives from Long Thanh district said they are processing resettlement applications for residents who have given up their land for the expressway project.

"The land for component project 2 is basically sufficient, with over 91% already handed over to the construction contractor. Currently, there are only two obstacles in Phuoc Thai and Tan Hiep due to the high concentration of residential areas," a representative from Long Thanh district said.

Representatives from the Department of Natural Resources and Environment reported that stone production is sufficient to supply the projects, but sand is insufficient due to the mines reaching the end of their planning period. Regarding soil, the Department suggested that contractors increase their purchases from commercial mines.

Dong Nai has many soil mines, but they are currently facing procedural obstacles.

Speaking at the meeting, Deputy Minister of Transport Le Anh Tuan said that this inspection showed better progress on the project site, but difficulties regarding materials have not yet been resolved. Therefore, he requested the local authorities to support the acceleration of procedures and overcome difficulties, and at the same time directed relevant units to hand over the land at priority locations as soon as possible to speed up construction progress.

Regarding the project owners, the Deputy Minister requested that they urge contractors to concentrate machinery and personnel for implementation. Contractors who are slow should be reminded, penalized, or even replaced.

"Contractors must take advantage of the dry season weather; the foundation work must be completed by May 2025, and not be left until the next rainy season," the Deputy Minister requested.

Meanwhile, Mr. Vo Van Phi, Vice Chairman of the People's Committee of Dong Nai province, requested that districts prioritize the allocation of land for important locations and resolve all outstanding issues by next week.

"I request that the units receive the materials and carry out the work as they go. If large vehicles cannot enter, smaller vehicles should be allowed in. Regarding leveling materials, the relevant units should consider expediting the necessary procedures," Mr. Phi requested.

The entire Bien Hoa - Vung Tau expressway, nearly 54km long, runs through the two provinces of Dong Nai and Ba Ria - Vung Tau, with 4-6 lanes and a total investment of 17,800 billion VND.

Specifically, Ba Ria - Vung Tau province is the investor for component project 3, which is nearly 20km long; the Ministry of Transport is the investor for component project 2, which is 18.2km long and passes through Long Thanh, Dong Nai; and Dong Nai province is the investor for component project 1, which is 16km long and passes through Bien Hoa city and Long Thanh (Dong Nai).

Currently, the progress of component projects 1 and 2 is behind schedule due to land acquisition and leveling issues. However, component project 3 is progressing more smoothly, with good output and is expected to open to traffic on April 30, 2025, as it has sufficient land, rocks, and sand.
