(LD Online) - On the morning of May 31, under the chairmanship and management of Mr. Pham Trieu - Chairman of the provincial Vietnam Fatherland Front Committee, a conference on social criticism of the Draft Resolution regulating tuition fees for public educational institutions in the 5-2023 school year in Lam Dong province was held.

Also attending were representatives of member organizations of the Front, a team of experts, specialists, members of the Legal Policy Advisory Group, the Fatherland Front of districts and cities, representatives of the Culture and Social Affairs Committee of the Provincial People's Council, the Department of Education and Training, and related departments, branches and units.
The social criticism conference was held to listen to and gather broad opinions of the whole society and its member organizations on this content, in order to create consensus among the people, so that when promulgating a resolution close to reality, come into life, in line with the Party's guidelines, the State's policies and laws, and especially in accordance with the local socio-economic development conditions and situation.

The comments and discussions will be the basis for the Fatherland Front to summarize and submit to the upcoming 10th meeting of the Provincial People's Council for consideration and approval.
According to the draft resolution, stipulating the tuition fee for preschool, elementary, middle and high school students and students studying at continuing education institutions in urban areas is 300 VND/student/month; in rural areas is 100 VND/student/month, especially high school students in rural areas is 200 VND/student/month; In ethnic minority and mountainous areas, the tuition fee for preschool, primary and junior high school students is 50 VND/student/month, and high school students are 100 VND/student/month.

At the conference, the majority of delegates agreed that the promulgation of a resolution is essential to ensure compliance with regulations and the current stage of education development. However, some delegates suggested that the drafting agency pay attention to the subjects of tuition fee collection in each region and specific subjects accordingly. For example, children with disabilities, people with difficult circumstances, children of ethnic minorities... It is suggested that many channels and options should be introduced so that people can compare and give appropriate opinions.
There are suggestions to adjust the tuition fee to be more appropriate because currently people have just experienced the Covid-19 pandemic, the economy is still very difficult, people's incomes are precarious, much lower than before, especially people who are self-employed, unskilled workers. On the other hand, there are still students dropping out of school due to difficult circumstances, low-income parents, not being able to pay tuition fees, etc., it is proposed to keep the tuition rate as in the 2022-2023 school year, and to propose a lower tuition fee than the floor like Decree 81/2021/ND-CP of the Government. If the tuition fee is regulated as in the draft resolution, it will cause difficulties for local people. The object of impact of the draft resolution between rural and urban areas is very large, which will have a strong impact on people's lives.
