Many changes

Leading us on a tour of his hometown, Mr. Nguyen Van Duong, Head of Hop Hoa village, enthusiastically said: “Not only has the infrastructure – electricity, roads, schools, and health stations – improved, but the lives and awareness of the people here have also risen significantly. While in the past, people used to work in the mornings and drink in the evenings, now they are determined to work together. From contracting to plant and harvest acacia trees and many other jobs, some people earn an average of 300,000-400,000 VND per day. This is largely thanks to the local government, especially the propaganda and mobilization efforts.”

Nam Dong is a newly established commune formed after the merger of the former communes of Huong Xuan, Thuong Nhat, and Huong Son, in accordance with the policy of reorganizing commune-level administrative units. Thanks to the implementation of various solutions, including increasingly in-depth, innovative, effective, and practical grassroots mobilization work, strongly oriented towards the grassroots level and meeting the requirements of the new situation, difficulties and obstacles have been promptly resolved, strengthening the people's trust in the Party and the State; contributing to socio -economic development and improving the lives of the people.

According to Mr. Doan Van Song, Secretary of the Party Committee and Chairman of the People's Council of the commune, with the involvement of the entire political system, the attention of the Party Committee and the government, and the unity of the people in the former communes as well as the current Nam Dong commune, the local socio-economic landscape has seen many positive changes. In the structure of the total product value, agriculture still accounts for the main proportion (in 2025, agriculture will account for 59.51%, trade and services 22.76%, and small-scale industries and construction 17.74%). Total investment implemented in the area has increased by an average of about 17.2% annually. Total state budget revenue for the period 2021-2025 is 8.29 billion VND. Average per capita income will reach 48 million VND/year by 2025.

Mr. Nguyen Van Hoa, Deputy Secretary of the Party Committee and Chairman of the People's Committee of the commune, said that the locality focuses on developing agriculture in the direction of restructuring the agricultural sector, concentrating production in areas associated with building new rural areas. All resources are concentrated on investing in comprehensive agricultural development, increasing value and efficiency. The total value of the agricultural sector is estimated at 320 billion VND, maintaining the rubber production area; creating orange and citrus fruit growing areas in Huong Xuan commune (formerly), and pineapple growing areas in Huong Son commune (formerly). Crop cultivation is developed towards increasing value and efficiency, promoting the transformation of crop structure, applying scientific and technical advancements to production, focusing on intensive farming, replicating advanced production models (greenhouses, film houses) and linking in production. In addition, production follows organic, VietGAP, and OCOP processes to increase economic value per cultivated area; regular propaganda and mobilization are carried out to improve the economic value of orchards, with a total orchard area of ​​262 hectares. In Nam Dong commune, livestock farming is developing steadily; the focus is on developing farm-based and organic livestock farming.

The locality has promoted the development of industry, small-scale handicrafts, and rural occupations, resulting in positive changes. Industry and small-scale handicrafts reached 76.2 billion VND, a 1.69-fold increase compared to the beginning of the term. Small-scale handicrafts and rural occupations have developed and maintained stability; the Huong Hoa Industrial Cluster has been maintained; and one stone cutting and paving factory has been developed... In addition, the locality has also rapidly and diversely developed service, tourism, and trade sectors.

One of the key areas of focus for Nam Dong commune is the New Rural Development program, linked with sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas. According to the commune's People's Committee leaders, poverty reduction has been prioritized, and solutions have been implemented to improve people's lives. To date, the rural landscape has significantly improved, and the social infrastructure has been invested in quite comprehensively, basically meeting the production and living needs of the people. Over the past five years, 30 temporary houses have been demolished, and currently, there are no longer any households with temporary or dilapidated houses in the commune.

The locality also pays special attention to socio-cultural development, especially education and training, mobilizing social resources to invest in infrastructure and improve the quality of schools to meet national standards. Cultural, sports, and health activities are emphasized; social policies are effectively implemented to improve the lives of the people…

Bringing Nam Dong to further development

According to Mr. Doan Van Song, Secretary of the Party Committee of Nam Dong commune: Besides the achievements, there are still difficulties that need to be addressed in the coming time. Compared to the resolutions of the commune Party congresses before the merger, one target has not yet been met, and some areas still have limitations. The economic growth rate is not commensurate with the potential and strengths of each locality; the economic structure has not changed significantly…

During the 2025-2030 term, the Party Committee of Nam Dong commune aims to enhance the leadership capacity of the Party Committee and the entire political system; promote the tradition of unity, focus on economic development, improve the material and spiritual lives of the people; ensure social security and environmental protection; promote the application of science and digital transformation, innovation; maintain national defense and security; and build a clean, strong, effective, and efficient Party Committee and political system. The goal is to achieve advanced new rural commune status.

According to the leaders of the Nam Dong Commune Party Committee, in the period 2025-2030, Nam Dong Commune will focus on three key programs: the New Rural Development Program; the tourism and service development program; and the administrative reform program associated with digital transformation. The locality has also set many targets to strive for; including an average per capita income of 75-80 million VND/year by 2030; and the goal of eliminating poverty in the commune by 2030…

According to the leaders of the Nam Dong Commune Party Committee, the locality will continue to promote the dissemination of policies and guidelines in the implementation of the national target program for building new rural areas and other national target programs (poverty reduction program, socio-economic development program for ethnic minority and mountainous areas). At the same time, it will mobilize the entire political system to strive to eliminate poverty by 2030; promote the exemplary role of cadres, Party members, and influential people in the villages. It will coordinate efforts to encourage the people to focus on developing production and increasing income. It will effectively exploit and utilize, and socialize, resources for new rural areas; and promote the people's donation of land to expand village roads. It will also strengthen measures to maintain and sustain the status of a new rural commune, ensuring its effectiveness and sustainability; and strive to achieve advanced new rural commune status by 2030.
