Despite being absent, the vehicle inspection was still unsuccessful.
On the morning of January 30th, the atmosphere at the 50-04V Vehicle Inspection Center in Cat Lai Ward, Ho Chi Minh City, was peaceful. Driving her own car for inspection, Ms. HMY, a resident of District 7 (Ho Chi Minh City), shared: "My car's inspection expires at the end of February, but to have peace of mind during the Tet holiday, I brought it in early. I heard that the inspection centers are less crowded, so I confidently brought my car in. If it were as congested as before, I would probably have to ask a relative to go for me because I couldn't stand the long queues. It's true that inspection centers are very quiet now; it only took about 30 minutes to submit the documents and pay, and the new sticker was applied right away."
Although the number of vehicles undergoing inspection is low, drivers and vehicle owners are constantly worried about failing the inspection. Mr. Huy (residing in An Phu Ward, Thu Duc City, Ho Chi Minh City) brought three acquaintances' cars for inspection, but only one passed, while the other two were found to have traffic violations recorded in Binh Thuan . "I don't know how to check online, so I brought the cars directly to the Vehicle Inspection Center to have them check. There are only a few days left until Tet (Lunar New Year), and if I don't pay the fines in time, I won't have a car to drive during Tet, and I'll have to deal with the traffic violations elsewhere, which is very time-consuming," Mr. Huy lamented.
Vehicle inspection centers are quite quiet in the last days of the year.
After waiting for nearly 20 minutes, the owner of vehicle 60A-407.xx was informed by staff that the car had accumulated a traffic violation in Ho Chi Minh City and had to pay the fine or submit a notification to have the violation cleared through the system before it could be inspected again. Despite calling several places for assistance, the owner ultimately had to pay the fine before returning.
At the 50-03S Vehicle Inspection Center, the inspection process was quiet near Tet (Lunar New Year). By 10 am, there were hardly any vehicles lined up for inspection. Mr. Trinh Van Thinh, who had just come out of the center, recounted: "I had to pass the inspection twice because of a faulty light bulb. My car had its bulb replaced along with a power supply unit, but the inspection staff said I couldn't change the electrical system. So I had to go back and get it replaced, which was quite time-consuming."
The director of a vehicle inspection center in District 11, Ho Chi Minh City, advises: To avoid wasting time for vehicle owners and those waiting in line, vehicle inspection centers recommend that owners and drivers proactively check, maintain, and repair any damage to their vehicles before inspection to avoid failing the inspection and having to make multiple repairs, thus creating further traffic congestion. Among the most significant violations currently resulting in vehicle cancellations, the most notable is traffic fines issued remotely, which vehicle owners can easily check through the vehicle inspection center's app or on the Department of Vehicle Registration's website. In addition, other subjective errors such as changes to electrical design or forgetting to renew GPS tracking also waste vehicle owners' time and require them to rectify the issues.
Will traffic congestion return in April?
In recent days, many vehicle owners have expressed concern after seeing a notice from the Vietnam Registering and Inspection Department warning of the potential return of traffic congestion in April. Specifically, the Vietnam Registering and Inspection Department stated: Based on statistics of vehicles due for inspection and the operational situation of inspection units nationwide, the Department has observed a significant increase in the number of vehicles undergoing inspection at these units in 2024.
To minimize unnecessary losses for citizens and businesses, the Department of Vehicle Registration requests that transport associations inform their members, transport businesses, and vehicle users to take advantage of the period in February and March 2024, when the number of vehicles undergoing inspection has not yet increased significantly, to bring vehicles for inspection early or to cooperate with the inspection unit to conduct re-inspection and acceptance testing for some cases where modifications or unauthorized modifications have been made that do not comply with the Inspection Certificate and Inspection Sticker issued before February 15, 2024.
Some leaders of vehicle inspection centers in Ho Chi Minh City also predict that the number of vehicles coming for inspection will increase in April 2024. Typically, this is the time of the annual April 30th holiday. In previous years, consumers often bought cars for leisure trips, and transportation demand also increased during this period.
Mr. Minh Long, the owner of a transportation business in Ba Ria-Vung Tau, recalled: "The traffic congestion a year ago caused most businesses to lose sleep, and we are still quite worried now. Regarding the recommendations from the Vehicle Registration Department, I think there are a few points that businesses need to consider. First is the cost. For businesses with a large fleet of vehicles like ours, the vehicle inspection deadline is calculated very carefully, usually only a few days before the expiration date. If we inspect early, we will lose money on costs and road tolls. Just one month earlier than scheduled means a 10% loss in fees, and multiplied by many vehicles, the business suffers a significant loss. During the severe congestion last year, we accepted inspecting a month early to put the vehicles into operation, but the situation is not that bad now, so businesses don't see the need to inspect early."
Responding to Thanh Nien newspaper , Mr. Nguyen Van Hung, Permanent Vice Chairman of the Binh Duong Automobile Transport Association, stated: "According to feedback from member businesses, vehicle inspections in Binh Duong province and surrounding areas are still proceeding normally, without congestion. This may be because the Vehicle Registration Department had proactively issued early warnings, so many vehicle owners sought to have their vehicles inspected in other areas while traveling or delivering goods. Today, the Department issued another warning about congestion in April, which has caused some concern among businesses, but the current situation is not too bad. Therefore, businesses will also consider the most convenient options."
The Vehicle Registration Department also advises vehicle owners whose vehicles are nearing, have already expired, or are past their inspection deadline (especially those vehicles eligible for inspection extension according to Circular 8/2023) to choose an early and suitable time for inspection, such as February or March 2024; and to proactively check any convenient inspection unit along the way while traveling home, on business trips, vacations, picking up goods, or making deliveries.
