On September 4th, the 110kV Con Dao substation was officially energized, bringing the national power grid to the island, marking the end of complete dependence on diesel power and resolving the decades-long electricity shortage.
With a total investment of nearly 5,000 billion VND, the project, using an underwater cable connecting Vinh Chau, Can Tho City to the island, has opened a new chapter for sustainable development in Con Dao.

Recently, the Ho Chi Minh City Power Corporation (EVNHCMC) commenced construction on the "Smart Grid Construction Project in Con Dao Special Economic Zone". Mr. Luan Quoc Hung, Deputy General Director of EVNHCMC, stated: "This is not only a power engineering project, but also marks a profound transformation in the digital transformation of the power industry, enhancing the reliability of electricity supply, optimizing operations, and minimizing environmental impact."
In the next phase, EVNHCMC will deploy microgrid models, integrate battery energy storage systems (BESS), develop renewable energy, and electric vehicle charging infrastructure. These solutions will bring the electricity quality in the Con Dao Special Economic Zone to the same level as in downtown Ho Chi Minh City, while also providing modern digital conveniences for residents and businesses.
Economic sectors such as tourism, environment, and transportation have also been implementing green transformation to guide the Con Dao Special Economic Zone towards sustainable development. Mr. Pham Vuong Bao, Deputy Director of the Public Transport Management Center, Ho Chi Minh City Department of Construction, stated that the center has proposed six electric bus routes in the Con Dao Special Economic Zone; encouraged residents to switch from gasoline-powered vehicles to electric motorbikes; and reviewed infrastructure to ensure the development of a charging station system.
Besides transitioning to green transportation, the Con Dao Special Administrative Region government is also calling for investment in a waste incineration plant in the Ben Dam area, covering an area of 1.92 hectares. The plant has a designed capacity of 36 tons of waste per day, which will be increased to 66.23 tons of waste per day, using advanced technology for incineration and energy recovery.
Previously, the first phase of the "Wastewater Collection and Treatment Project in the Central Area of Con Dao District," with a total investment of over 198 billion VND, commenced operation in December 2023, fundamentally changing the way wastewater is treated in the area. Instead of spontaneous discharge as before, wastewater from restaurants, hotels, and eateries is channeled to the treatment plant through a collection system. Here, all wastewater is treated to meet standards before being discharged into the environment.
Similarly, waste sorting at source has also been implemented by the Con Dao Special Administrative Region government, yielding positive results in environmental protection and spreading to the community and tourists.
According to Mr. Phan Trong Hien, Chairman of the People's Committee of Con Dao Special Economic Zone, the locality has identified the development of green infrastructure as a top priority, such as treating 100% of wastewater; reusing rainwater; applying renewable energy; electrifying public transportation; and ending the use of single-use plastics in tourism and service establishments. When these goals are achieved, not only will the quality of life for the island's residents be improved, but the economy will also develop more strongly.
The Con Dao Special Economic Zone aims to achieve the following targets by 2030: 100% of vehicles meeting emission standards; 57% of motorcycles and scooters running on electricity; a comprehensive bus network covering the entire island; 40% of transportation needs met by public transport; 100% of taxis running on electricity or renewable energy; and all new or upgraded roads having dedicated lanes for bicycles.
