This is the basis for competent authorities to design appropriate policies and effective solutions to "build and develop an advanced Vietnamese culture , imbued with national identity, synchronously based on the national value system, cultural value system, family value system and Vietnamese human standards.

Nowadays, cities and regions are striving to improve the quality of human life, spirit and cultural environment. This is also to create more trust, safety and motivation to attract resources from everywhere.

Developing culture from daily activities, small actions can also spread and contribute to building the national value system.

For example, civilized behavior, responsibility, and smaller things like throwing trash in the right place, practicing queuing culture, respecting the law, etc. will spread to family and community relationships.

Social networks will be a very effective space for spreading good and right things, supporting correctness, reflecting wrongdoing, and monitoring uncivilized behaviors.

Cultural development also impacts administrative reform , coordination within the government apparatus, and upgrading the level of management efficiency. Checking law enforcement and promptly handling violations also serve cultural development.

Cadres and civil servants who set an example of high self-awareness in performing their duties and solving problems also contribute to building culture, building a public cultural service system, and promoting values ​​to reform individual and social behavior.

Good people, good deeds, and responsible living to society should be promptly honored, which will also spread cultural values. In addition to the law, using culture to evaluate right and wrong actions is also a practical goal.

It is very necessary to implement the cultural rights of citizens, do the right thing to get benefits, protect good and right things, and be useful for those with high self-awareness.

Enrich public cultural services including mobile cultural activities or socialization to create more diversified playgrounds serving different components of society in terms of conditions, qualifications, professions, income, age, and interests.

At the same time, promote the development of cultural industries and the socialization of cultural infrastructure. Encourage organizations and individuals to organize and exploit exhibitions or cooperate in developing cultural products, green development, and international cultural information exchange.

Authorities can order creative designs with new ideas that integrate cultural development into administrative procedures and environmental protection.
