At the workshop, delegates and healthcare workers listened to speakers explain the basic contents of the Law on Disease Prevention No. 114/2025/QH15. According to the leader of the Da Nang CDC, mastering the new regulations is an urgent task so that each healthcare worker can become an active communicator, bringing the Law on Disease Prevention into practice soon, for a healthy and sustainable Da Nang.
The Law on Disease Prevention consists of 6 chapters and 46 articles, built on the basis of inheriting and developing the still relevant provisions of the Law on Prevention and Control of Infectious Diseases. It inherits 5 articles related to the scope of application, definitions of terms, and the national reserve regime for medicines, vaccines, and medical biological products; and amends 38 articles on measures for the prevention and control of infectious diseases such as biosafety surveillance, vaccine use, border health quarantine, disease reporting and declaration, and organization of medical isolation.
At the same time, the Law adds 17 new articles on biosecurity in testing; development of preventive services; research and application of science and technology ; innovation and digital transformation in disease prevention; as well as regulations on the prevention and control of non-communicable diseases, mental disorders, and preventive nutrition.
A key highlight of the law is the shift in mindset regarding disease prevention, emphasizing proactive prevention as the primary approach, with a focus on people-centered care and a holistic approach to healthcare throughout the life cycle. The scope of regulation has been expanded, not only focusing on infectious diseases but also encompassing many emerging public health issues.
The law also establishes a sustainable financial mechanism for disease prevention. The state budget ensures regular funding and investment for preventive medicine; a disease prevention fund is established to create a stable, long-term resource for disease prevention activities.
The rights of citizens are enhanced through policies on regular healthcare, free screening for certain priority groups, ensuring equitable access to vaccines and medical biological products, and paying particular attention to nutrition during the first 1,000 days of a child's life.
