The People's Committee of Ho Chi Minh City has just issued Plan No. 31/KH-UBND on the comprehensive review, standardization of data, and widespread dissemination of digital citizenship development and digital citizenship applications in the city.

This is seen as a strategic step towards realizing the goal of building smart cities, with citizens and businesses at the center of service.

According to the plan issued on January 27, 2026, the City identifies data as a valuable resource that needs to be exploited based on the principles of "Accurate, complete, clean, vibrant, unified, and shared."

The core objective of this campaign is to ensure that every resident in the area is equipped with all four "pillars": Digital Identity (VNeID); Digital Devices (Smartphone/Tablet); Digital Accounts (Public Services/Banking); and Basic Digital Skills.

With the principle of "leaving no one behind," the People's Committee of Ho Chi Minh City focuses on supporting vulnerable groups such as the elderly, people with disabilities, and those in difficult circumstances to access technology.

The “campaign” is divided into two key phases with specific quantitative targets: Phase 1 (to be completed in Q2/2026): Focus on “Infrastructure and identity coverage.”

The city strives to ensure that 100% of eligible citizens and organizations are issued Citizen Identity Cards and have their VNeID electronic identity accounts activated. Specifically, it aims to support the conversion of 100% of 2G devices to 4G/5G smartphones, ensuring that each household has at least one smart device.

Phase 2 (to be completed in Q3/2026): The city will focus on improving digital skills and habits. The goal is to achieve a 90% online application processing rate and 100% of eligible cases making cashless payments for essential services such as electricity, water, and tuition fees.

To realize the above objectives, Ho Chi Minh City is implementing the "6 clear" principle: Clear person, clear task, clear time, clear responsibility, clear product, and clear authority.

The focus is on the "Going door to door, checking on everyone" campaign, implemented by the police force in coordination with the community digital technology team and local organizations.

The task forces will directly visit each household to conduct surveys, guide residents on activating VNeID, opening bank accounts, and installing the City's Digital Citizen application. This process is integrated with cleaning specialized data, reviewing voter information, and standardizing house number data linked to land data to avoid wasting resources.

The City People's Committee also assigned specific tasks to each department and agency. The City Police Department played the leading role in advising and monitoring the implementation. The Department of Science and Technology was responsible for mobilizing social resources to subsidize smartphones for poor households.

The Department of Education and Training is tasked with popularizing digital skills among students, turning each student into a "propagandist" guiding their families in using digital services.

The Department of Internal Affairs will review and ensure that 100% of officials and civil servants exemplary fulfill the digital citizen targets, and will include this content in the 2026 emulation evaluation.

Regulatory agencies such as the Department of Industry and Trade and the State Bank of Vietnam's Regional Branch 2 will promote the "Market 4.0" model and open free online accounts (eKYC) for citizens.

With decisive leadership and a clear roadmap, Ho Chi Minh City expects to create a leap forward in digital transformation, not only in technical infrastructure but also in changing people's awareness and behavior, creating a solid foundation for sustainable socio-economic development.
