Strict handling of the situation, preventing the emergence of hotspots.
Thanks to effective coordination between forest rangers, commune authorities, and local people, many incidents were detected and handled promptly, limiting violations in forest protection. According to statistics for the first 11 months of 2025, Forest Ranger Station No. 15 inspected, documented, and handled 26 cases (a decrease of 8 cases compared to 2024). This included one criminal case related to violations of regulations on forest exploitation, protection, and forest products.
Administrative violations include: Lack of proper documentation for forest products during transportation, trading, storage, and processing; illegal storage and processing of forest products; illegal transportation of forest products; illegal deforestation; and illegal logging.
During the inspection, Forest Ranger Station No. 15 confiscated 12,879 m³ of various types of wood (a decrease of 8,866 m³ compared to 2024), including 0.252 m³ of rare and precious wood, 12.627 m³ of common wood, and 16.9 m³ of wood weighed by weight. In addition, the unit also confiscated non-timber forest products including 750 bamboo trees, 0.774 ster of firewood, and 260 kg of charcoal; the vehicles involved in the violation included 1 motorcycle and 4 chainsaws.
The handling of violations has resulted in the collection of over 200 million VND for the State budget, including 142.7 million VND in fines and 66.9 million VND from the sale of confiscated items. These figures demonstrate the effectiveness of forest management and protection, highlighting the crucial role of coordination between forest rangers and local authorities.
Enhancing the responsibility of forest owners and local authorities.
Following the merger of the Forest Protection Department of Thai Nguyen province and the Forest Protection Department of Bac Kan province, the former Vo Nhai District Forest Protection Unit was divided into Forest Protection Unit No. 14 and Forest Protection Unit No. 15. Forest Protection Unit No. 15 manages four communes with 12 officers, each assigned to oversee a specific commune.
To carry out its duties, Forest Ranger Station No. 15 developed a plan for coordination between forest rangers and the People's Committees of communes on a quarterly and annual basis, assigning clear responsibilities in patrolling, handling violations, and disseminating legal information; coordinating inspections in areas bordering Lang Son province...

The "Community Forest Protection Team" model has been strengthened in four communes. Each team consists of 5-7 people representing the village, local organizations, and forest rangers. Ms. Ngo Thi Yen, Head of Dong Danh hamlet, Trang Xa commune, said: "We cooperate closely with forest rangers, regularly patrolling natural forests, protection forests, and areas at high risk of fire. At the same time, we educate people about the economic and environmental benefits of preserving forests so that they comply well with policies and laws on forest protection and development."
Forest Ranger Station No. 15 also directed local forest rangers to advise the People's Committee of the commune on developing a plan for forest management, fire prevention and control, and mobilizing people to participate in forest protection; conducting inspections and monitoring of timber and forest product exploitation, projects for converting forest land use purposes, reforestation and seedling preparation; implementing a plan for forest fire prevention and control, rescue and relief, launching the "All People Participate in Fire Prevention and Control" movement in 2025; and implementing a high-intensity campaign to combat and prevent forestry violations.
Mr. Dinh Xuan Huu, a forest ranger in Trang Xa commune, shared: "We proactively advise and coordinate with local authorities and village forest protection teams to patrol and monitor the area, and educate each household about the benefits of the forest, thereby changing the community's awareness of forest protection. This helps people understand that the forest is not only a resource but also a green lung protecting their living environment."
In addition, Forest Ranger Station No. 15 is promoting the application of technology in forest monitoring: tracking developments through the FRMS software, sending information on "hot spots" to the commune authorities for quick verification. This approach helps to manage remotely effectively, shorten response time when there is a risk of forest encroachment, and facilitate the monthly statistical reporting of forest management.
According to Mr. Nguyen Duc Que, Head of Forest Ranger Station No. 15, strengthening coordination with local authorities, forces, and the Management Board of Special-Use and Protection Forests helps to promptly inspect and prevent violations, protecting forest resources in the area. Since the implementation of the two-tiered government model and the reorganization of the apparatus, Forest Ranger Station No. 15 has stabilized its organization, signed cooperation agreements with communes, and its operations have become more orderly, ensuring the effective performance of its forest protection duties.
In reality, the crucial role of coordination between forest rangers, the government, and the people in forest management and protection is evident. Only when the entire political system is involved, and close cooperation between forest rangers and the government creates a strong "shield," will forests be protected more effectively and sustainably.
