Coordinate to promote innovation and creative startups

On 11/11, the Department of Technology Development and Innovation (Ministry of Science and Technology) and the Department of Administrative Police for Social Order (Ministry of Public Security) signed a Plan of coordination to promote innovation and creative startups.

Representatives of the two units signed a cooperation plan to promote innovation and creative startups.

The objective of the Coordination Plan between the two agencies is to advise on the development of policies on innovation and creative startups; coordinate the implementation of solutions to promote scientific research activities and technology transfer, with a focus on developing a creative startup ecosystem and a national innovation system based on scientific and technological achievements, attracting resources, etc.

Thereby actively contributing to the innovation of the growth model, creating a breakthrough in productivity, quality, efficiency and competitiveness of the economy; contributing to the realization of the Party's guidelines and policies and the State's laws.

The main content of the Coordination Plan between the two agencies is to best serve the people, support policy making, and build Goverment digital, digital society and digital economy as well as contributing to socio-economic development.

According to the signed agreement, the contents and tasks of coordination include: Consulting on the development and submission to competent authorities for promulgation of a Government Decree regulating a number of contents on innovation and creative startups; amending and supplementing appropriate mechanisms, policies and regulations within the current legal framework under the authority of the Government.

Promote innovation and creative startups such as: Organizing the annual "Data for Life" contest to search for products and solutions applying scientific and technological achievements in the field of data; building and chairing the national science and technology program on data science and artificial intelligence, creating a science and technology platform to serve the management, operation, and safe and effective exploitation of the National Data Center; building a network of innovation and creative startups on data between research institutes, universities, enterprises and the National Data Center...

Statement tAt the ceremony, Colonel Vu Van Tan, Deputy Director of the Department of Administrative Police for Social Order (Ministry of Public Security) said that innovation, creative startups, data sources and digital transformation are closely related to each other.

To transform digitally and innovate, we must first create different data sources, from identification of people, agencies, organizations, locations to specialized data, thereby serving national digital transformation, bringing practical value to people.

According to Colonel Vu Van Tan, the Ministry of Public Security is currently being assigned by the Government to build a National Data Center with the goal of creating a comprehensive data warehouse from national databases and specialized databases. Data at the National Data Center is an extremely large and valuable resource. Creating and exploiting this data to create values ​​for society, people and businesses is a particularly important goal.

The National Data Center is expected to be inaugurated on August 19, 2025. The cooperation between the two units will help promote innovation activities at the National Data Center and organizations with functions and tasks related to innovation and creative startups.

According to Mr. Nguyen Mai Duong, Director of the Department of Technology Development and Innovation, many policies and guidelines on innovation have been closely monitored and directed in recent times. At the regular monthly Government meeting of April 2024, the Prime Minister assigned the Ministry of Science and Technology to preside over the drafting of a decree regulating a number of contents on innovation and creative startups.
