Mr. Ho Van Mung, Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the People's Committee of An Giang Province, attended the ceremony.
The Phu Quoc Special Economic Zone Tourism Rapid Response Team consists of four groups: Cyber Support; Northern Island Tourism Rapid Response; Central Island Tourism Rapid Response; and Southern Island Tourism Rapid Response.
A cultural performance to welcome guests at the ceremony.
The Phu Quoc Special Economic Zone Tourism Rapid Response Team is tasked with receiving and classifying tourist feedback 24/7; promptly arriving at the scene to provide support and coordinate the resolution of issues related to pricing, service quality, security, and safety for tourists (ensuring at least two people are present on duty when receiving information).
The team will guide tourists through legally mandated procedures, provide necessary information, assist in finding lost or missing persons, and provide initial first aid in cases of accidents or illnesses, quickly assisting and transferring them to appropriate treatment facilities.
The team also records (in writing or with images) the receipt of feedback from tourists and explanatory documents from individuals and organizations involved. They conduct patrols using their own vehicles during peak hours in areas with high tourist concentrations. They immediately stop any violations at the scene (such as soliciting or assaulting tourists) while awaiting the arrival of relevant authorities; they may also communicate, coordinate, and notify forces in local task forces, neighborhoods, and security personnel of participating businesses in case of incidents to assist in securing the scene.
Ho Van Mung, Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the People's Committee of An Giang Province, delivered a speech at the ceremony.
Speaking at the ceremony, Ho Van Mung, Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the People's Committee of An Giang Province, affirmed that today's event is extremely timely and has significant importance in concretizing the strategic direction that the Party and State leaders have clearly defined for Phu Quoc.
The comrade stated that in 2025, General Secretary To Lam visited the province twice. Through his directive speeches, the General Secretary consistently showed particular interest in and emphasized the need to develop Phu Quoc to reach world-class standards, especially in the tourism sector. This is a major direction requiring the synchronized and decisive involvement of the entire political system, the business community, and the people.
According to Comrade Ho Van Mung, in order for Phu Quoc tourism to develop professionally, modernly, and in line with the central government's direction, the locality needs to implement many specific tasks, including practical activities such as the program organized today.
The comrade agreed on the viewpoint of building Phu Quoc's tourism image in the spirit of transparency, kindness, and putting tourists at the center; each business and each citizen of Phu Quoc is a "tourism ambassador". However, achieving this is not easy, because sustainable tourism development requires the genuine participation of businesses and the consensus of the people.
Leaders of the Phu Quoc Special Economic Zone presented the decision to establish and launch the Phu Quoc Special Economic Zone Tourism Rapid Response Team.

The Chairman of the People's Committee of An Giang province emphasized that building the brand and image of Phu Quoc is a long-term process, requiring a lot of time and great effort; but losing that brand is very easy. In the context of the strong development of social media, just one negative image spreading can make the whole world aware of it. And when a destination is associated with a negative image, tourists will no longer choose that place.
Regarding the code of conduct for tourism activities, the comrade assessed that the content is relatively complete, clearly defining the responsibilities of businesses, tourists, and the government. The important issue is to implement it seriously and consistently; if done correctly, this will be the foundation for building a more developed image and brand for Phu Quoc.
Recent events have clearly demonstrated this. The image of Phu Quoc residents assisting a South Korean citizen in finding his lost mother went viral on social media, receiving much praise and contributing to enhancing the destination's reputation. Conversely, incidents such as overcharging or scams targeting tourists can quickly damage the tourism image.
To ensure today's activities are truly effective, the comrade suggested that Phu Quoc implement them in a practical manner, not as a mere trend. If residents and tourists use the application to call for emergency assistance or security support but there is no one to receive the call, or the call is received slowly, then it will be considered ineffective.
The comrade also suggested that the Phu Quoc Special Economic Zone should research placing QR codes in many public places; and at the same time, print QR codes on keychains and give them to tourists right at the airport, ferry terminal, etc., so that they can carry them with them and use them immediately when needed. This requires the cooperation of businesses, creating a comprehensive ecosystem to support tourists throughout the process…
Organizations and businesses have signed an agreement to implement the Phu Quoc tourism code of conduct.
At the ceremony, businesses representing each type of tourism activity signed a commitment to strictly implement the Phu Quoc tourism code of conduct. The code of conduct includes: a code of conduct for officials, civil servants, and those performing official duties related to the tourism sector in the Phu Quoc Special Economic Zone; a code of conduct for accommodation establishments; a code of conduct for tourist attractions, craft villages, and entertainment areas; a code of conduct for travel agencies; a code of conduct for tour guides; a code of conduct for shopping establishments, specialty shops, and souvenir shops; a code of conduct for individuals and transportation businesses; a code of conduct for restaurants, eateries, and food service establishments; and a code of conduct for the local community.
Mr. Tran Minh Khoa, Provincial Party Committee member, Deputy Secretary of the Party Committee, and Chairman of the People's Committee of Phu Quoc Special Economic Zone (An Giang province), delivered a speech at the ceremony.
“The rapid response team will be the ‘elite soldiers’ on the tourism front, present in a timely manner to protect the legitimate rights of tourists and businesses. The multilingual QR code system is a technological bridge, removing language barriers, helping international tourists easily access information and provide immediate feedback. The tourism code of conduct is a pledge of honor from the business community and the people for a decent, transparent, and civilized business environment. All these efforts are aimed at meeting the expectations of the people and the trust of tourists. This is the foundation for us to be best and most professionally prepared to serve the APEC 2027 High-Level Week – an international event that Phu Quoc is honored to be chosen as the host,” said Mr. Tran Minh Khoa, Provincial Party Committee member, Deputy Secretary of the Party Committee, and Chairman of the People's Committee of Phu Quoc Special Economic Zone (An Giang), at the ceremony. |
