Faced with the critical situation, at exactly 6:00 a.m. on November 19, the Party Committee and People's Committee of Ba Ngoi Ward held an emergency meeting to assess the situation and immediately deploy response plans. Immediately after the meeting, the ward's working groups urgently prepared full rescue equipment including life jackets, life buoys, trucks and necessary supplies, gathered at the ward People's Committee headquarters, ready to move to hot spots at any time.
At the same time, Ba Ngoi ward has closely coordinated with the Army units stationed in the area, the Provincial Police, the Ward Police, the Ward Military Command and the regular militia forces to mobilize maximum human resources and means to support the evacuation of people when necessary.
In residential areas, the ward's public address system continuously broadcasts urgent announcements; mobile propaganda teams use handheld loudspeakers to go to every alley and house to encourage people to proactively evacuate their belongings, prepare food and drinking water, and be ready to evacuate to schools and cultural houses that have been arranged as temporary flood shelters.
According to records, as of 8:30 a.m. on November 19, floodwaters were still rising at overflow points in residential areas: Hoa An, Giai Phong, Tan Hiep, Suoi Mon, Hoa Binh , Thong Nhat and Tra Son. The leaders of Ba Ngoi ward affirmed that no one would be left behind, and that the force would be on duty 24/7 to absolutely ensure the safety of people's lives during this prolonged flood.
