Thanks to the effective implementation of Directive No. 40-CT/TW, policy credit activities in Quang Binh province have made positive progress, contributing practically to sustainable poverty reduction programs and plans, new rural development, and socio-economic development. The province has reduced the poverty rate from 6.52% to 4.05% compared to 2022; 89 out of 128 communes have achieved new rural development standards. The mountainous and remote coastal areas have improved significantly; agricultural economy has grown steadily; and farmers' lives have improved remarkably.
This is the result of the efforts of the entire political system, including the close, timely, and correct leadership and guidance of the Provincial Party Committee, and the determined and coordinated implementation of measures to manage and utilize policy credit funds by the Provincial People's Committee and local authorities, departments, and organizations, which have played a crucial role in the success of social welfare work.
Over the past 10 years of implementing Directive No. 40-CT/TW, the Quang Binh Provincial Branch of the Vietnam Bank for Social Policies has effectively advised the Provincial Party Committee and the Provincial People's Committee, promptly organizing the dissemination and thorough understanding of the Directive to key officials at all levels immediately after its issuance, and timely issuing planning documents on the implementation of the Directive to Party committees, governments, departments, and mass organizations from the province to the district and commune levels; while also organizing extensive propaganda to officials, Party members, and the people through various appropriate forms.
According to Tran Van Tai, Director of the Quang Binh branch of the Vietnam Bank for Social Policies, over the past 10 years of implementing the Party's Directive, policy credit activities in Quang Binh have seen many positive changes. Party committees and local authorities at all levels have reached a consensus on the role, position, and importance of policy credit in implementing the National Target Program for Sustainable Poverty Reduction and New Rural Development.
The Ministry of Labour, Invalids and Social Affairs, in coordination with local authorities at all levels, conducts surveys, reviews, and updates the list of poor households, near-poor households, and newly-escaped-from-poverty households in accordance with current regulations, facilitating timely and targeted preferential loans from the Vietnam Bank for Social Policies (VBSP). Based on the local budget situation, the Ministry of Finance prioritizes supplementing capital for the VBSP to lend to poor households and other policy beneficiaries, while also prioritizing budget support for equipping and purchasing equipment to improve the effectiveness of policy credit operations in the area.
Currently in Quang Binh province, the local budget allocated to the branch for supplementing loans to poor households and other policy beneficiaries is 220.9 billion VND, an increase of 204.3 billion VND compared to the period before the Directive was issued. This contributes to raising the total capital to 5,346 billion VND, an increase of 3,169 billion VND compared to 10 years ago, with an average growth rate of 14.6% per year. The People's Committees of the 9 districts, towns, and cities under the province annually allocate budget funds to the Social Policy Bank for lending to poor households and policy beneficiaries. Notably, Dong Hoi City has allocated 15.6 billion VND; Le Thuy district 14.6 billion VND, and Quang Trach district 14.2 billion VND. The People's Committees at the commune level in 151 communes, wards, and towns throughout the province have authorized the Social Policy Bank to open commune-level transaction points and deploy security forces to ensure that regular transaction sessions are conducted quickly and safely for the poor and other policy beneficiaries to borrow capital.
By implementing a trust-based lending method through four socio-political organizations and a network of 2,215 Savings and Loan Groups in all communes and wards, the provincial branch of the Vietnam Bank for Social Policies (VBSP) has served as a solid bridge to deliver preferential credit capital to the right beneficiaries. The flow of policy capital has been unlocked, giving Quang Binh province the opportunity to develop production and build a prosperous and better life.
For example, in the poor mountainous commune of Hoa Hop in Minh Hoa district, in order to help people develop their economy and increase their income, after studying and thoroughly understanding Directive No. 40-CT/TW, the Party committee and local government have propagated and encouraged people to boldly use policy loans to convert inefficient agricultural land to cultivate higher-value crops.
After borrowing policy funds twice, Ms. Cao Thi Ha's family invested in planting 250 dragon fruit trees, building pigpens for raising native pigs, and digging a fish pond. On what was once barren land, thanks to effectively utilizing the borrowed capital to implement a comprehensive economic model, Ms. Ha's family now earns more than 150 million VND per year.
Directive No. 40-CT/TW has truly been implemented in Quang Binh province; creating a major shift in the awareness of Party committees, government agencies, officials, Party members, and the people regarding policy credit; creating high consensus in mobilizing and concentrating local resources, while increasing the capacity and effectiveness of the Social Policy Bank in the locality to help the poor and other policy beneficiaries rise in production, gradually reduce poverty sustainably, and achieve legitimate wealth.
Over the past 10 years, policy-based capital has promptly met the borrowing needs of a large number of people for investment and production development, gradually helping them to escape poverty sustainably. Throughout the province, more than 283,000 poor households and other policy beneficiaries have received preferential loans from the State, contributing to helping 45,600 households overcome poverty; providing loans to 4,600 disadvantaged students to cover their study expenses; attracting and creating regular jobs for nearly 42,000 workers; constructing, repairing, and upgrading 195,000 clean water and standard toilet facilities; and providing loans for building solid houses for over 6,200 poor households and policy beneficiaries.
The journey of policy-based credit for social welfare in Quang Binh province has entered its 22nd year, and the poor and other policy beneficiaries are increasingly trusting in the policies and guidelines of the Party and the State. In the coming time, the branch will continue to implement Directive No. 40-CT/TW, focusing on mobilizing all resources, promptly transferring capital to the right beneficiaries, and striving for effective investment throughout the rural areas "backed by the Truong Son Mountains and overlooking the East Sea".
