Immediately after the province's direction on expanding the pilot use of sea sand as road base, the Provincial Department of Transport co-chaired with relevant departments and investors of key projects in the province to invite Department of Science, Technology and Environment (Ministry of Transport), Institute of Transport Science and Technology to exchange and provide information on the process of using sea sand for road base.
At the conference, leading experts from the Ministry of Transport frankly discussed experiences in pilot implementation and affirmed: This pilot project has been approved by the Ministerial Council for use. Sea sand is used as embankment material for highways under certain conditions. Quang Ninh province is a locality with many conditions to expand this pilot when there is an abundant source of sea sand, and the implemented projects have many similar factors.
Based on local needs and actual project implementation conditions, organize a pilot implementation to expand the use of sea sand as road base for traffic construction projects with similar natural and environmental conditions. Similar to the Pilot Project in accordance with documents of the Ministry of Transport. At the same time, during the implementation process, units need to study the recommendations of the Ministerial-level Science Council. At the same time, there are solutions for environmental monitoring, monitoring and assessing the level of impact during implementation; Ensure compliance with investment and construction regulations.
Through discussion and identification of sand mine sources in the province and recommendations from the Ministry of Transport, departments, branches and units assigned to the investor determined: In the immediate future, pilot use of sand will be expanded. sea as a roadbed leveling material in some projects that have some similar factors in natural and environmental conditions with successfully piloted projects.
Specifically, a number of key traffic projects of the province are being implemented such as: riverside road project from Ha Long - Hai Phong expressway to provincial road 338; Riverside road from provincial road 338 to provincial gate. At the same time, there will be a research survey for each operating sea sand mine and specific route sections of each project and the results will be reported to the Provincial People's Committee at the end of March.
