I work at a college. My college has vocational training partnerships with several Vocational Education and Continuing Education Centers. I would like to ask, if students are exempt from tuition fees for general education at the Vocational Education and Continuing Education Centers, are they also exempt from tuition fees for vocational training? - Tran Thi Hien (tranhien***@gmail.com)

Clause 12, Article 15 of Government Decree No. 238/2025/ND-CP dated September 3, 2025, regulating tuition fee policies, exemptions, reductions, tuition fee support, learning cost support, and service prices in the field of education and training, stipulates the subjects eligible for tuition fee exemption: "Persons who have graduated from lower secondary school and are continuing their studies at the intermediate level."

Clause 1, Article 15 of Decree No. 238/2025/ND-CP stipulates the subjects eligible for tuition fee exemption: “Preschool children, primary and secondary school students, and learners of general education programs (students enrolled in continuing education programs at the lower secondary level and students enrolled in continuing education programs at the upper secondary level) in public educational institutions belonging to the national education system.”

Clause 2, Article 6 of the 2019 Education Law stipulates the levels of education and training in the national education system: “General education includes primary education, lower secondary education, and upper secondary education; Vocational education provides training at the elementary, intermediate, and college levels, as well as other vocational training programs.”

Accordingly, general education and intermediate level education are two different levels of education and training within the national education system. In cases where a college establishes a training partnership with certain Vocational Education and Continuing Education Centers that meet the current regulations of the law on vocational education, students who have graduated from lower secondary school and continue their studies at the intermediate level, as well as students in general education programs at the Vocational Education and Continuing Education Centers, are exempt from tuition fees at both levels of education and training mentioned above, as stipulated in Clauses 1 and 12 of Article 15 of Decree No. 238/2025/ND-CP.
