On the morning of July 16th, Mr. Le Huu Hoang, Standing Vice Chairman of the People's Committee of Khanh Hoa province, chaired a meeting with members of the Provincial Steering Committee for Tax Debt Recovery to discuss the tax debt situation in the first six months of the year and future tax debt recovery efforts. As of June 30th, the outstanding tax debt in the province still exceeded 1,594 billion VND.

48 businesses have large and long-standing tax debts.

At the meeting, Mr. Nguyen Van Thang - Deputy Director of the Provincial Tax Department (in charge of the Provincial Tax Department) stated that in recent times, the Government, the Ministry of Finance , the General Department of Taxation, and the Provincial People's Committee have decisively directed relevant sectors to manage and recover tax debts. Accordingly, the Provincial Tax Department has applied all measures to recover tax debts such as: enforcing account seizures through banks; suspending the use of invoices; notifying the temporary travel ban on the legal representatives of tax-owing enterprises… For cases of large and long-standing debts, the tax authorities assign officials to manage debt collection; advise the local People's Committee to sign notices to urge payment and implement coercive measures against those who are delinquent… However, tax debt recovery in the province still faces many difficulties, and the tax debt situation remains high.

According to the Provincial Tax Department's report, as of June 30th, the province had collected over 1,909 billion VND in outstanding tax debts. This includes over 348 billion VND in tax debts carried over from 2023 and over 1,560 billion VND in tax debts incurred during the first six months of 2024. As of June 30th, the total outstanding tax debt in the province still stands at over 1,594 billion VND. Of this, over 1,060 billion VND (66.5%) is outstanding tax debt carried over from 2023, while over 534 billion VND (33.5%) is outstanding tax debt incurred during the first six months of 2024.

Currently, the province has 48 businesses with large tax debts (over 1 billion VND) totaling more than 696 billion VND. These include: 12 businesses owing land lease fees, late payment penalties, and outstanding taxes, including: Cam Ranh Yacht and Resort Club Joint Stock Company (over 209.3 billion VND); Khanh Hoa Mineral and Investment Joint Stock Company (over 91 billion VND); Nha Trang Tropical Region Co., Ltd. (over 68.8 billion VND); Tan Tien Textile Joint Stock Company (over 22.8 billion VND); Granitvina Nha Trang Co., Ltd. (over 17.2 billion VND)... Six businesses owe fees for mineral exploitation rights, resource tax, environmental protection fees, and late payment penalties. The tax authorities have applied various enforcement measures and issued notices of temporary travel bans to most of these businesses, but to date, the outstanding tax debts have not been recovered for the state budget. Therefore, the Provincial Tax Department proposes that the Provincial People's Committee continue to assign responsibility to relevant departments and agencies to decisively advise on land reclamation, revocation of mineral exploitation licenses, revocation of business registration certificates, and application of coercive measures… if businesses fail to pay taxes into the state budget. For the remaining businesses, the Provincial Tax Department proposes that the Provincial People's Committee assign responsibility to relevant agencies to decisively apply coercive measures as stipulated in the Tax Administration Law to recover outstanding debts…

Mobilize all sectors to participate.

At the meeting, after hearing the opinions of the members of the Provincial Steering Committee for Tax Debt Recovery, Mr. Le Huu Hoang stated that the Provincial Tax Department and its members have made efforts to recover tax debts. However, the tax debt situation in the province remains high and has not met the requirement of the General Department of Taxation to reduce tax debt to below 8% of total revenue. Therefore, in the coming time, the Provincial Tax Department and the members of the Provincial Steering Committee for Tax Debt Recovery, along with relevant departments, agencies, and localities, will strictly implement the directives of the General Department of Taxation, the Provincial Party Committee, and the Provincial People's Committee on solutions for tax debt recovery. Initially, the Provincial Tax Department will coordinate with the members of the Steering Committee to provide specific advice to the Provincial People's Committee on five large tax-owing enterprises (as pilot projects) to enforce asset seizure and recover outstanding tax debts. Regarding Cam Ranh Yacht and Resort Club Joint Stock Company, the Provincial Tax Department needs to advise the Provincial People's Committee on a report concerning related projects that are currently being processed by relevant agencies, so that the Provincial People's Committee can report to the General Department of Taxation for guidance. For the two public service units still owing land lease fees, namely: Khanh Hoa Sports Competition Service Center (owing over 9.8 billion VND in land lease fees), the province will submit a document to the General Department of Taxation for monitoring; and Cam Ranh City Culture, Information and Sports Center (owing over 3.5 billion VND in land lease fees), the province will assign the Department of Finance to coordinate with the Cam Ranh City People's Committee to submit a detailed report to the Provincial People's Committee before July 30th to implement solutions…

Mr. Le Huu Hoang also instructed the Department of Natural Resources and Environment to continue resolving obstacles and report to the Provincial People's Committee for a definitive solution regarding Nha Trang Port Joint Stock Company (owing over 36.8 billion VND in taxes) and Nha Trang Post Office Hotel Joint Stock Company (owing over 3 billion VND in land lease fees, late payment penalties, and taxes)... On the 30th of each month, the Provincial Tax Department will submit a detailed report to the Provincial People's Committee on the situation of tax debt recovery, implementation solutions, difficulties, and obstacles; monitor the specific developments of tax arrears of enterprises to promptly take coercive measures to recover tax debts and deposit them into the budget, striving to reduce tax debt to below 8% of total revenue by the end of 2024 as directed.

Speaking at the meeting, Mr. Nguyen Van Thang requested the Department of Natural Resources and Environment to take decisive measures to recover tax debts from enterprises granted mineral exploitation rights that still owe taxes; in cases where enterprises do not comply, measures should be taken to revoke their mineral exploitation licenses. In the coming time, the Provincial Tax Department will coordinate with the Van Phong Economic Zone Management Board to invite enterprises to work directly with them to recover tax debts, preventing new and prolonged tax debts from arising. The Provincial Tax Department also requested relevant departments, agencies, and localities to actively support the tax authorities in urging and recovering tax debts for the state budget.
