Resolutely collect tax debts

On the morning of July 16, Mr. Le Huu Hoang - Standing Vice Chairman of Khanh Hoa Provincial People's Committee chaired a meeting with members of the Provincial Tax Debt Recovery Steering Committee on the tax debt situation in the first 6 months of the year and tax debt collection work in the coming time. As of June 30, the tax debt in the province was still over 1,594 billion VND.

48 businesses with large, long-term tax debts

At the meeting, Mr. Nguyen Van Thang - Deputy Director of the Provincial Tax Department (managing the Provincial Tax Department) said that recently, the Government, the Ministry of Finance , the General Department of Taxation, and the Provincial People's Committee have resolutely directed relevant sectors to manage and collect tax debts. Accordingly, the Provincial Tax Department has applied all measures to collect tax debts such as: Enforcing bank accounts; stopping the use of invoices; notifying temporary suspension of exit for legal representatives of tax-indebted enterprises... For cases of large and long-term debts, the tax authority assigns debt management officers to urge debt collection; advises the local People's Committee to sign notices to urge and implement enforcement measures for cases of procrastination and delay... However, tax debt collection in the province still faces many difficulties, the tax debt situation is still high.

According to the report of the Provincial Tax Department, as of June 30, the province has collected more than 1,909 billion VND in tax arrears. Of which, more than 348 billion VND in tax arrears from 2023 have been collected, and more than 1,560 billion VND in tax arrears from the first 6 months of the year. As of June 30, the total tax arrears of the whole province are still more than 1,594 billion VND. Of which, the tax arrears from 2023 that must be collected are more than 1,060 billion VND, accounting for 66.5% of the total tax arrears; the tax arrears arising in the first 6 months of 2024 that must be collected are more than 534 billion VND, accounting for 33.5% of the total tax arrears.

Currently, the whole province has 48 enterprises with large tax debts (over 1 billion VND) with a total debt of over 696 billion VND. Of which: 12 enterprises owe land rent, late payment fees, and tax debts, including: Cam Ranh Yacht and Resort Club Joint Stock Company over 209.3 billion VND; Khanh Hoa Minerals and Investment Joint Stock Company over 91 billion VND; Nha Trang Tropical Company Limited over 68.8 billion VND; Tan Tien Textile Joint Stock Company over 22.8 billion VND; Granitvina Nha Trang Company Limited over 17.2 billion VND... There are 6 enterprises that owe money for granting land mineral exploitation rights, resource tax, environmental protection fees, and late payment fees. Tax authorities have applied many coercive measures and issued notices of temporary suspension of exit, but so far they have not been able to recover tax debts to the state budget. Therefore, the Provincial Tax Department proposes that the Provincial People's Committee continue to assign responsibility to relevant departments and branches to resolutely advise on land recovery, mineral exploitation licenses, business registration certificates and apply coercive measures... if enterprises do not pay taxes to the state budget. For the remaining enterprises, the Provincial Tax Department proposes that the Provincial People's Committee assign responsibility to relevant agencies to resolutely apply coercive measures according to the provisions of the Law on Tax Administration to recover outstanding debts...

Mobilizing all sectors to participate

At the meeting, after listening to the opinions of the members of the Provincial Tax Debt Recovery Steering Committee, Mr. Le Huu Hoang said that in the past time, the Provincial Tax Department and its members have made efforts to recover tax debts. However, the tax debt situation in the province is still high, not meeting the requirement assigned by the General Department of Taxation to reduce tax debt to below 8% of total revenue. Therefore, in the coming time, the Provincial Tax Department and members of the Provincial Tax Debt Recovery Steering Committee, departments, branches, and localities will strictly implement the direction of the General Department of Taxation, the Provincial Party Committee, and the Provincial People's Committee on solutions to recover tax debts. In the immediate future, the Provincial Tax Department will coordinate with the members of the Steering Committee to specifically advise the Provincial People's Committee on 5 large tax-debt enterprises (as pilot projects) to enforce asset seizure and recover tax arrears. As for Cam Ranh Yacht and Resort Club Joint Stock Company, the Provincial Tax Department needs to advise the Provincial People's Committee on a written report on related projects that the competent authorities are handling so that the Provincial People's Committee can report to the General Department of Taxation for instructions. For the two public service units that still owe land rent, including: Khanh Hoa Sports Competition Service Center (owing land rent of more than VND 9.8 billion), the province will send a document asking for the General Department of Taxation's opinion to put them on the monitoring list; for the Cam Ranh City Culture, Information and Sports Center (owing land rent of more than VND 3.5 billion), the province will assign the Department of Finance to preside over and coordinate with the Cam Ranh City People's Committee to specifically report to the Provincial People's Committee before July 30 to implement solutions...

Mr. Le Huu Hoang also assigned the Department of Natural Resources and Environment to continue to resolve difficulties, report and advise the Provincial People's Committee to thoroughly handle Nha Trang Port Joint Stock Company (tax debt of more than 36.8 billion VND) and Nha Trang Post Office Hotel Joint Stock Company (land rent debt, late payment fee and tax debt of more than 3 billion VND)... On the 30th of each month, the Provincial Tax Department shall report specifically to the Provincial People's Committee on the situation of tax debt collection, implementation solutions, difficulties and obstacles; monitor specific developments of tax arrears of enterprises to promptly take measures to enforce and collect tax debts to the budget, striving to reduce tax debt to below 8% of total revenue by the end of 2024 as directed.

Speaking at the meeting, Mr. Nguyen Van Thang requested the Department of Natural Resources and Environment to take drastic measures to recover tax debts from enterprises that have been granted mineral exploitation rights and still owe taxes; in case the enterprises do not comply, measures should be taken to revoke the mineral exploitation license. In the coming time, the Provincial Tax Department will coordinate with the Van Phong Economic Zone Management Board to invite enterprises to work directly to recover tax debts, not to let new tax debts arise or last long. The Provincial Tax Department also requested departments, branches, sectors and localities to actively support tax agencies in urging and recovering tax debts to the state budget.
