According to the latest bulletin from the National Center for Hydro-Meteorological Forecasting, on the evening of November 11th, Typhoon Toraji entered the eastern part of the North East Sea, becoming the 8th typhoon of 2024.

At 4:00 AM on November 12th, the typhoon's center was located at approximately 18.5 degrees North latitude and 118.9 degrees East longitude. The strongest winds near the center of the typhoon reached level 10, with gusts up to level 12. Currently, the typhoon is moving westward at a speed of about 10-15 km/hour.

According to a quick report from the Civil Defense, Disaster Prevention and Search and Rescue Command of the Border Guard, coastal border guards have informed, counted, and guided 69,706 vessels/312,600 people about the development and direction of the storm so that they can proactively move to avoid and escape from dangerous areas.

"Currently, there are no vehicles in the danger zone; vehicles in the affected area are moving around to avoid it," according to information from the Civil Defense, Disaster Prevention and Search and Rescue Command of the Border Guard.

In response to Typhoon No. 8, Quang Nam, Quang Ngai, and Thua Thien Hue provinces have issued a ban on sea travel. On the morning of November 12, the Ministry of Agriculture and Rural Development also issued a directive requesting ministries, departments, and the Chairmen of the People's Committees of coastal provinces and cities from Quang Ninh to Binh Dinh to strictly manage vessels going out to sea.

In the coming hours, it is necessary to urgently organize the counting and notification of vehicle owners and captains of ships and boats operating at sea about the location, direction of movement, and development of the storm so that they can proactively take preventive measures, evacuate, avoid moving into dangerous areas, or return to safe shelters.

Along with the impact at sea, the risk of safety hazards to hydroelectric and irrigation reservoirs is also a serious concern. This is especially true given that the National Center for Meteorological and Hydrological Forecasting predicts that the rain will continue until November 13th.

According to statistics from the Ministry of Industry and Trade , as of the morning of November 12th, there are a total of 9 hydroelectric reservoirs operating and regulating water levels through spillways in the North Central, South Central Coastal, and Central Highlands regions. In the North Central and South Central Central regions, there are 10 irrigation reservoirs currently operating and releasing water through spillways.

The risk of dike breaches is also considered very worrying by the Department of Dike Management and Disaster Prevention (Ministry of Agriculture and Rural Development). A review has revealed that the coastal dike and river mouth dike systems in provinces from Quang Ninh to Binh Thuan still have 72 critical dike-related weak points.

In proactive response to Typhoon No. 8, the Department of Dike Management and Disaster Prevention and Control is currently maintaining a 24/7 duty roster. Simultaneously, they are coordinating the distribution of 15.8 million Zalo messages providing safety guidance to boat and vessel owners seeking shelter from the storm in the area from Quang Ninh to Binh Thuan.

In a dispatch issued on the morning of November 12th, Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep requested that ministries and agencies, according to their functions and assigned tasks, proactively direct and coordinate with localities to respond to the storm's developments. At the same time, they should maintain a strict 24/7 duty roster and regularly report to the Ministry of Agriculture and Rural Development (via the Department of Dike Management and Disaster Prevention and Control) for timely response guidance.
