Nearly a year after the historic flash flood, the Party committee, government, and people of My Ly commune (Nghe An province), a mountainous area, are striving to rebuild and stabilize their lives. According to Comrade Nguyen Anh Doai, Secretary of the commune's Party Committee, in addition to two emergency resettlement projects in Xieng Tam and Xang Tren villages to relocate 180 households, the locality has also allocated land for 103 households needing to move. To date, the land leveling work for both projects is basically complete.

“We are focusing on accelerating the construction of infrastructure, electricity, and water supply to hand over to people in time to build houses before the rainy season. The locality is also urgently implementing the resettlement area for households that lost their homes due to natural disasters in Cha Nga and Yen Hoa villages,” Comrade Doai added.

Nhon Mai commune (Nghe An province) has prioritized support for 73 households whose houses were swept away by flash floods and landslides in 2025; and is considering and resolving the issues step by step for 74 households whose houses are located in unsafe areas. To date, the commune has supported 111 households in building new houses, including 95 houses built in a mixed-use format and 16 households building houses in the concentrated resettlement area.

In addition, the commune, in coordination with the Department of Agriculture and Environment, focused on reviewing and selecting locations and developing plans for the stable resettlement of residents in Pha Mut village, covering an area of ​​over 2 hectares. Recently, the investment plan for phase 2 of the Na Hy resettlement area has been approved by Nghe An province, expanding the area to 3.2 hectares with a total estimated investment of 22.5 billion VND. All 36 households from Pha Mut village will relocate there.

Thanh Hoa province has 76 mountainous communes, mainly concentrated in the upstream areas with rugged, fragmented terrain and complex geological conditions. Many households in Hack village (Linh Son commune), Poong village (Tam Chung commune), and Sa Na village (Na Meo commune) have suffered heavy losses in terms of lives and property due to flash floods, landslides, and rockfalls. For many years, Thanh Hoa province has proactively allocated budget and implemented a project to resettle and stabilize residents in areas at high risk of flash floods, landslides, and rockfalls in mountainous communes.

During the period 2021-2025, 274 households received support to relocate from high-risk areas affected by natural disasters, resettling them within existing communities; 29 households were resettled adjacent to local residents; and 271 households rebuilt their homes in completed concentrated resettlement areas with essential infrastructure. The concentrated resettlement areas of Bản Lở (Thiên Phủ commune), Co Hương (Tam Thanh commune), Bản Tang (Trung Thành commune), and Bản Ón (Tam Chung commune) were constructed under an emergency mechanism and are currently stable residences for over 150 households after relocating from high-risk areas prone to natural disasters.

Mr. Giàng A Tà from Ón village shared that his family's house was once destroyed by a landslide, forcing five family members to live in temporary shelters. After being given priority by the government in a lottery to select new land, his family also received support for relocation and construction of a house on the resettlement site, ensuring stable and safe housing. Last year, the family also received a breeding cow to start raising and expanding their herd.

After five years of settling ashore and establishing their livelihoods, the 24 households in Tien Phong village (Duc Quang commune, Ha Tinh province) feel more acutely the changes after a long period of making a living and drifting on the Lam River. Nguyen Truong Sinh, head of Tien Phong village, said: "Previously, the households mainly lived on cement boats larger than 10 square meters, moving from place to place, and life was very difficult."

In 2022, thanks to the attention of the local Party committee, government, and philanthropists, a spacious and well-maintained resettlement area with 24 terraced houses, each with two floors and a total construction floor area of ​​113m² , was built, bringing stable living conditions to the households in the area.

"In addition to the two-story flood-resistant houses, we also received over 2 billion VND in support to build a two-story community cultural center with a floor area of ​​over 400 square meters , serving as a community center and storm shelter for 90 households in the area," the head of Tien Phong village happily stated.

According to Ho Huy Thanh, Vice Chairman of the People's Committee of Ha Tinh province, due to the unique characteristics of a locality frequently affected by natural disasters and floods, the local Party committee and government pay special attention to caring for and building safe housing for the people. Through social mobilization, the locality has built 105 community cultural centers that also serve as shelters from storms and floods, and more than 12,000 sturdy houses for people with meritorious services, poor households, and households facing difficult circumstances, enabling people to settle down and proactively respond to natural disasters and floods.

Following the 2025 rainy season and floods, Nghe An province has 1,998 households that need to be urgently relocated, including 1,100 households requiring centralized resettlement and 898 households requiring mixed resettlement. After review, the province has allocated 21 centralized resettlement sites in 15 western communes, with a total proposed budget of over 741 billion VND. Immediately after the plan was approved, 5 emergency resettlement projects in Muong Tip, Nhon Mai, and My Ly communes were implemented with a total investment of over 141.5 billion VND. To ensure progress, the leaders of Nghe An province regularly inspect the sites and directly supervise the resolution of difficulties at the projects.

During a recent field visit to emergency resettlement projects in Muong Tip, Nhon Mai, and My Ly districts, Vice Chairman of the Nghe An Provincial People's Committee Nguyen Van De affirmed: Local authorities must focus intensely on accelerating construction progress while ensuring project quality. This is not only an immediate task but also a long-term solution for stabilizing the population and developing the socio-economic conditions of mountainous areas.
