Are pharmacy students eligible for tuition fee reductions?

GD&TĐ - Are students majoring in Pharmacy through a bridging program at a private university eligible for tuition fee reductions under Decree No. 238/2025/ND-CP?

* Question: According to Decree No. 238/2025/ND-CP, the subjects eligible for a 70% tuition fee reduction include "certain strenuous, hazardous, and dangerous occupations in vocational education as listed in the catalog of strenuous, hazardous, and dangerous occupations prescribed by the central state management agency for vocational education".

In Circular No. 05/2023/TT-BLDTBXH promulgating the "List of strenuous, hazardous, and dangerous occupations at the intermediate and college levels," Pharmacy is included. However, Circular No. 05/2023/TT-BLDTBXH does not mention university or postgraduate levels.

I would like to ask if the industry codes in the attached list to Circular No. 05/2023/TT-BLDTBXH are applicable to undergraduate and postgraduate levels? Also, are students in the Pharmacy program (transfer program) at private universities eligible for tuition fee reductions under Decree No. 238/2025/ND-CP? – Nguyen Tien Duoc (tienduoc***@gmail.com).

* Answer : Clause 1, Article 16 of Decree No. 238/2025/ND-CP stipulates that the subjects eligible for a 70% tuition fee reduction include: Students studying traditional and specialized arts in public and private vocational education institutions and higher education institutions that provide cultural and artistic training, including: folk opera musicians, Hue traditional musicians, Southern folk music performers, stage actors, folk performance artists, Ca Tru singing artists, Bai Choi singing artists, and traditional musical instrument performers.

Therefore, Pharmacy is included in the "List of strenuous, hazardous, and dangerous occupations at the intermediate and college levels" issued in Circular No. 05/2023/TT-BLDTBXH dated June 15, 2023. However, if students majoring in Pharmacy are enrolled in a liên thông (articulated) program at the university or postgraduate level, they are not eligible for the 70% tuition fee reduction policy as stipulated in Decree No. 238/2025/ND-CP.
