According to a report by the Department of Agriculture and Environment, in the first five months of this year, the total number of applications for registration and certification processed reached 348,019, an increase of more than 20,900 applications compared to the same period in 2025.
Of these, 329,343 land registration records showed changes in land ownership, continuing to account for the largest proportion, an increase of over 21,500 records compared to the same period. The number of newly issued land certificates reached 104,452 cases, an increase of over 34% compared to the previous year. Notably, only 15 cases involved the issuance of land certificates for the first time, a sharp decrease compared to 274 cases in the same period of 2025.
For project housing, in the first five months of the year, Ho Chi Minh City issued certificates for 18,661 houses. The city has completed processing the applications for certificates for 18,195 apartments. However, approximately 13,665 applications remain pending because homebuyers have not yet fulfilled their obligation to pay registration fees.
The issuance of certificates in the first five months of the year helped Ho Chi Minh City collect an additional approximately 600 billion VND in registration fees. In 2025, Ho Chi Minh City issued certificates for 55,303 houses in commercial housing projects, collecting over 3,026 billion VND in registration fees.
Therefore, the Ho Chi Minh City People's Committee has issued a directive to expedite the issuance of land use right certificates and property ownership certificates (pink certificates) to homebuyers in housing development projects in the city.
Specifically, the Ho Chi Minh City People's Committee has assigned the Department of Agriculture and Environment to continue reviewing and resolving difficulties and obstacles; and to expedite the issuance of certificates to homebuyers in remaining housing development projects.

Simultaneously, compile and list all commercial housing development projects that have been put into use but have not yet been granted certificates; classify and specifically identify the causes of obstacles for each project; develop a plan, roadmap, and specific deadlines for implementation.
The Department of Agriculture and Environment is also required to strengthen its human resources, equipment, and facilities to serve the work of receiving and processing applications for certificates; publicly disclose information on housing development projects on the department's electronic portal; and connect and share data with other departments, agencies, tax authorities, and People's Committees of wards, communes, and special zones to serve the management and processing of applications.
The Department of Construction compiles statistics and lists projects with violations of construction regulations and sends them to the Department of Agriculture and Environment; it takes the lead in monitoring and urging investors to rectify violations and implement administrative penalties as prescribed, as a basis for considering and resolving the issuance of certificates to homebuyers.
The Ho Chi Minh City People's Committee also instructed the Department of Construction to urgently review and compile complete data for projects related to social housing and resettlement housing; coordinate with Task Force 1645 and relevant agencies to propose solutions for obstacles related to social housing obligations and financial obligations. In addition, the department will lead and coordinate with relevant units to guide investors in handing over technical and social infrastructure according to regulations.
The Department of Finance will take the lead, coordinating with relevant units to review and advise on the handling of obstacles related to additional financial obligations, social housing projects, resettlement housing projects, and other arising cases. Simultaneously, it will review and propose solutions for projects where coordination with the investor is impossible due to the inability to contact the legal representative of the enterprise; and advise on the allocation of funds for the management and operation of technical and social infrastructure for projects that have already been handed over.
The Ho Chi Minh City Tax Department and local tax authorities, in coordination with the City Land Registration Office, have reviewed and completed the determination of financial obligations and calculation of registration fees for 11,031 files and files transferred from the City Land Registration Office, as a basis for resolving the issuance of land ownership certificates to homebuyers in the projects.
The People's Committees of wards, communes, and special zones shall review and compile a list of projects in their areas where housing has been put into use but has not yet been granted certificates; specifically identify the causes, difficulties, and obstacles to synthesize and advise on solutions; and at the same time coordinate the reception and management of technical and social infrastructure and ensure the full handover of maintenance funds for common areas of apartment buildings as prescribed.
