Resolution 41-NQ/TW, issued on "Entrepreneur's Day 2023," contains many new contents regarding the perspective, orientation, and solutions for developing the Vietnamese business community in the coming period, aiming to achieve the aspiration of making Vietnam a developed nation by 2045.

Replacing Resolution 09-NQ/TW issued 12 years ago, this Resolution, while inheriting its valuable content, outlines viewpoints, orientations, objectives, tasks, and solutions aimed at building and developing a team of entrepreneurs in the current era.

This new beginning carries an even more profound meaning – building, honoring, and encouraging a strong team of entrepreneurs who are patriotic, possess a strong sense of national self-reliance, a desire to contribute, uphold the rule of law, and contribute to the development of a prosperous and happy nation.

Currently, the Vietnamese economy has nearly 900,000 private sector enterprises, along with state-owned enterprises, FDI enterprises, and cooperatives, forming a powerful force driving Vietnam's economic development. This has placed Vietnam's GDP in the top 40 globally; its international trade volume in the top 20 globally; and Vietnamese products proudly reaching global markets while also meeting domestic needs. People's living standards have improved dramatically, with GDP per capita reaching US$4,110 in 2022, a 48-fold increase compared to 1986.

Entrepreneurs are the core force playing a leading, managing, and operating role for the country's business sector. With the current number of businesses, the number of business leaders has reached 2-3 million people. If we include all business owners and individual entrepreneurs, the number could reach 10 million.

This is a special human resource of the country, playing a crucial role in implementing industrialization and modernization, building an independent, self-reliant, and integrated economy for Vietnam in the new era.

Resolution 41-NQ/TW is like putting on a "new, wider, and more beautiful garment," allowing Vietnamese entrepreneurs to freely create, develop, and express themselves, as outlined in Resolution 41-NQ/TW: "Developing a strong workforce of entrepreneurs in terms of quantity, quality, and rational structure, possessing vision, intelligence, ethics, entrepreneurial spirit, legitimate wealth creation, dynamism, creativity, advanced management capabilities, adherence to the law, ethical business practices, a business culture with national identity; social responsibility, environmental awareness, and making worthy contributions to national development goals."

In the vision for 2045, the Vietnamese business community is expected to have the scale, capacity, and expertise to meet national development goals, achieve high incomes, and possess regional and international prestige; a segment of businesses will have world-class brands, leading several global supply chains and value chains.
