The conclusion of the Chairman of the Provincial People's Committee, requesting the Yen Son District People's Committee to promptly allocate resettlement land to her family, was entirely satisfactory.

In reality, over the past period, most cases related to complaints and denunciations at all levels have concerned land-related issues. To address this, units and localities in the province have had to review and include in their plans to focus on resolving 100 cases of complaints, denunciations, suggestions, and feedback in their areas; regularly inspecting, urging, and requesting progress reports. As a result, from the beginning of the year until now, 40 cases have been resolved, and 60 cases are still being processed.
To effectively handle citizen complaints and denunciations, the Provincial People's Committee regularly directs and urges units and localities to proactively monitor the situation regarding complaints, newly arising cases, and cases prone to large-scale and complex disputes, in order to promptly advise and focus on resolving them completely, preventing them from escalating into hotspots.
Based on the direction of the Provincial People's Committee, the units have issued plans to organize and implement the assigned tasks. Agencies, units, and localities continue to promote solutions for digital transformation and administrative procedure reform in the work of receiving citizens and resolving complaints and denunciations. Emphasis is placed on receiving citizens and resolving complaints and denunciations in an electronic environment. Online citizen reception continues to be implemented, reducing the situation of large gatherings of citizens at citizen reception offices, reducing travel time and costs, and creating favorable conditions for citizens to exercise their right to complain and denounce. As a result, no large-scale or complex complaint cases have occurred in the province.
Administrative procedures related to citizen reception and complaint/denunciation resolution have also been reviewed and implemented through online public services. Files and results of administrative procedures concerning citizen reception, application processing, and complaint/denunciation resolution have been updated promptly and on schedule on the Administrative Procedure Resolution Information System, ensuring transparency and openness. In the first six months of the year, the province received 1,157 visits involving 1,165 citizens and 1,142 cases; regular receptions totaled 584 visits involving 587 citizens and 584 cases; and heads of departments received 522 visits involving 527 citizens and 521 cases.
The key to unlocking consensus.
With the spirit of "listening to the people's opinions," the activities of Party and government leaders in the province in recent years have been considered the "key" to opening the door to social consensus. Through these interactions and dialogues, conducted in an open, frank, and responsible manner, Party and government leaders have been able to understand the thoughts, aspirations, suggestions, and proposals of the people, resolving issues at the grassroots level. As a result, many pressing issues have been resolved promptly, avoiding prolonged disputes and contributing to strengthening the people's trust in the government, maintaining security and social order in the area.
Comrade Dao Quang Hau, Secretary of the Party Committee and Chairman of the People's Committee of Hung Thanh Ward, said that dialogues with the people are not only scheduled for Thursdays but can be held whenever the people have a need. The ward leaders can organize dialogues if time permits, demonstrating respect, a proactive spirit, and closeness between the government and the people, as well as a desire to resolve issues as quickly as possible. If the legitimate rights and interests of citizens are considered and resolved promptly and decisively, newly arising issues at the grassroots level can be resolved quickly, limiting appeals to higher levels, mass complaints, and preventing the emergence of "hot spots."
Mr. Ly Van Hien, Head of the Front Committee of Kim Thu Nga village, Kim Quan commune (Yen Son district), said that the village has 147 households and five different ethnic groups living there. The people of these ethnic groups are united in developing the economy and culture, and security and order in the village are always maintained. This is thanks to the regular exchange between the people and the commune government; the people's suggestions and proposals are addressed promptly, resulting in no complaints or petitions, and security and order in the area are ensured.
Based on the report of the Provincial People's Council, the citizen reception sessions held by the head of the organization have largely yielded positive results, especially in disseminating detailed and thorough explanations of the Party and State's policies and guidelines to the people. This has led to people understanding, trusting, and participating in their implementation. These citizen reception sessions are truly the "key" to unlocking consensus.
