The Cat Lai Bridge construction project is one of the most anticipated transportation infrastructure projects connecting Dong Nai with Ho Chi Minh City today.
Ho Chi Minh City supplements relevant planning documents.
To implement the Cat Lai Bridge Construction Investment Project, leaders and the Departments of Construction of Dong Nai and Ho Chi Minh City have held numerous working sessions recently. One of the key obstacles that the authorities of both localities have focused on resolving is supplementing relevant planning documents within Ho Chi Minh City to ensure consistency and feasibility during implementation.
On June 11th, the Ho Chi Minh City Department of Construction issued Document No. 2554/SXD-XDCTĐB to the Ho Chi Minh City People's Committee regarding the supplementation of relevant planning documents for the Cat Lai Bridge. In this document, the Ho Chi Minh City Department of Construction stated that it had received the route plan for the Cat Lai Bridge Project from the Dong Nai Provincial Department of Construction. Simultaneously, the Thu Duc City People's Committee also sent a letter requesting the Ho Chi Minh City Department of Construction to provide the legal documents and plan for the Cat Lai Bridge Project to serve as a basis for updating the 1/2,000 scale planning project for subdivision No. 6, Thu Duc City.
Regarding the proposed route for the Cat Lai bridge, the Dong Nai Provincial Department of Construction basically follows Nguyen Thi Dinh Street, which is consistent with the Ho Chi Minh City Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister . It also aligns with the previously agreed-upon opinions of the two localities.

Regarding the chosen alignment option, according to the report from the Department of Construction of Dong Nai province, there is a localized adjustment of approximately 336m from the centerline of Nguyen Thi Dinh road, close to the Dong Nai River, to ensure a safety corridor for the existing Cat Lai port, facilitate construction implementation, and limit the placement of curves on the main span structure (cable-stayed structure) which could create complex technical issues.
According to the Ho Chi Minh City Department of Construction, the aforementioned design for the Cat Lai Bridge basically meets the technical requirements. However, further clarification is needed regarding the connection and traffic organization at the My Thuy intersection, the intersection of the Cat Lai - Phu Huu inter-port road, and the traffic access plan for vehicles entering and exiting the Cat Lai port. Therefore, the Ho Chi Minh City Department of Construction will coordinate with the Dong Nai Provincial Department of Construction to finalize the Cat Lai Bridge design in the next steps.
According to the Ho Chi Minh City Department of Construction, the Cat Lai Bridge has only recently been added to the Ho Chi Minh City Planning for the period 2021-2030, with a vision to 2050. Therefore, to ensure a basis for preparing the pre-feasibility study and feasibility study reports for the project, the Ho Chi Minh City Department of Construction proposes that the City People's Committee assign the Department of Construction and the Thu Duc City People's Committee to add the Cat Lai Bridge, as proposed by the Dong Nai Provincial Department of Construction, to the Ho Chi Minh City Master Plan and the 1/2000 scale planning project for sub-area No. 6, Thu Duc City.
Also on June 11th, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong signed Document No. 4243/UBND-DT announcing the opinion of the Chairman of the Ho Chi Minh City People's Committee regarding the proposal of the Department of Construction. Accordingly, the Chairman of the Ho Chi Minh City People's Committee approved the report and proposal of the Department of Construction. At the same time, he assigned the Department of Construction and the Thu Duc City People's Committee to carry out the related tasks.
Dong Nai seeks investors for project.
Regarding Dong Nai province, in May 2025, the Department of Construction issued a notice inviting investors for the Cat Lai Bridge Project. Accordingly, the Cat Lai Bridge Project, with a total investment of over 19 trillion VND, will be implemented under the public-private partnership (PPP) model. This is an inter-regional transportation infrastructure project connecting Dong Nai province and Ho Chi Minh City. The Cat Lai Bridge Project will have a cross-section with 6 lanes for motorized vehicles and 2 lanes for mixed traffic.
Previously, after comparing various options, Dong Nai province also recommended selecting the bridge construction option for the Cat Lai Bridge Project because the tunnel construction option was difficult to secure financially. Furthermore, the maintenance and operation costs would be very high.
Regarding the investment model, Dong Nai province proposed dividing the project into four sub-projects. Sub-projects 1 and 2, involving land clearance on the Ho Chi Minh City and Dong Nai province sides, will be implemented by the two localities using their respective budgets. Sub-project 3, the construction of the Cat Lai bridge, will be implemented under a BOT (Build-Operate-Transfer) model with participation from the Dong Nai provincial budget. Meanwhile, Sub-project 4, the construction of the connecting road after the Cat Lai bridge toll station to the end of the route, will be implemented by Dong Nai province using its provincial budget or through a BT (Build-Transfer) model utilizing land development.
