Notably, Hanoi aims to complete all five metro lines by 2030, while simultaneously connecting them seamlessly with metro lines No. 2 (Nam Thang Long-Tran Hung Dao) and No. 5 (Van Cao-Hoa Lac) currently under construction, thereby gradually forming an interconnected public transport network throughout the city.

According to Mr. Nguyen Ba Son, Deputy Head of the Hanoi Urban Railway Management Board, the simultaneous commencement of construction on five urban railway lines is a significant milestone in gradually realizing the Hanoi Capital City Master Plan with a 100-year vision, in which public transportation is identified as the main driving force to guide and shape the urban spatial development of the city. The constructed urban railway lines will be the backbone leading urban development in a multi-polar, multi-directional model; not only solving traffic problems but also opening up new development spaces, forming modern urban areas, and promoting the upgrading of existing urban areas.

According to Nguyen Ba Son, Deputy Head of the Hanoi Urban Railway Management Board, the projects are being implemented in the context of the National Assembly having issued many specific mechanisms for urban railways, such as Resolution No. 188/2025/QH15, Resolution No. 258/2025/QH15, and the Law on the Capital City. These mechanisms allow for the simplification of investment procedures and shorten project preparation time. At the same time, land clearance is separated into an independent project, enabling early implementation after the route and alignment are approved, ensuring the handover of clean land to contractors when the project officially commences.

It can be said that developing a synchronized urban railway system is a strategic direction of Hanoi City aimed at expanding development space, rationally distributing population, jobs and socio-economic activities; and at the same time, more effectively exploiting resources and creating new growth drivers for the Capital in the coming time.

Besides expanding the urban rail system, the Hanoi People's Council recently officially approved a resolution stipulating policies to support and encourage people to use public transportation in the city. Accordingly, Hanoi will waive fares until the end of 2030 for people using public passenger transport by bus or urban rail throughout the city during holidays, Tet (Lunar New Year), and special political and social events of the country and the city.
