Following the momentum of 2023, a series of expressways, national highways, and key gateway roads connecting localities across the country will continue to be started and completed in 2024.

High-speed highway acceleration

On the morning of the first day of the new year (January 1st), Prime Minister Pham Minh Chinh officially launched the Dong Dang (Lang Son province) - Tra Linh ( Cao Bang province) expressway project. The project is 93.35 km long, starting at the Tan Thanh border gate intersection (Van Lang district, Lang Son province) and ending at the National Highway 3 intersection in Chi Thao commune (Quang Hoa district, Cao Bang province). With a total investment of over 14,330 billion VND, this is the largest-scale transportation infrastructure project invested in Cao Bang – a province with a border of over 333 km with China, but lacking a railway and airport.

The newly inaugurated My Thuan - Can Tho expressway will shorten the distance from Ho Chi Minh City to the Mekong Delta capital by 50 km compared to the current route.

According to Mr. Tran Hong Minh, Secretary of the Cao Bang Provincial Party Committee, the completion of the Dong Dang - Tra Linh expressway will promote inter-regional and international trade and tourism, driving rapid and sustainable development in Cao Bang, strengthening national defense and security, and connecting Cao Bang with border provinces and international economic, political, and cultural centers. The Dong Dang - Tra Linh expressway is also one of 14 expressway projects that the transport sector is urgently completing procedures for commencement this year, building on the achievements of the North-South expressway network in 2023. The Ministry of Transport announced that in 2024, it will begin construction on three expressway projects: Dau Giay - Tan Phu, Lo Te - Rach Soi, and Cho Moi - Bac Kan. Simultaneously, the city is coordinating and supporting localities in completing the necessary documents to commence construction on 11 expressway projects under its management, including: Dong Dang - Tra Linh, Lang Son - Huu Nghi Border Gate, Tan Phu - Bao Loc, Bao Loc - Lien Khuong, Ninh Binh - Hai Phong (section through Ninh Binh), Ninh Binh - Hai Phong (section through Nam Dinh and Thai Binh), Gia Nghia - Chon Thanh, Ho Chi Minh City - Chon Thanh, Ho Chi Minh City - Moc Bai, Hoa Binh - Moc Chau, and Ho Chi Minh City Ring Road 4. 2024 is also the target year for the Dien Chau - Bai Vot and Cam Lam - Vinh Hao sections of the first phase of the North-South expressway in the east, which are striving for completion and operation. It is expected that in just a few months, the Cam Lam - Vinh Hao expressway will connect the Nha Trang - Cam Lam section with the Vinh Hao - Phan Thiet section, creating a seamless connection and shortening the journey from Ho Chi Minh City to Nha Trang to only 4-5 hours. Similarly, at the northern end, the Dien Chau - Bai Vot expressway is also the final piece completing the 221 km network from Cao Bo - Mai Son - National Highway 45 - Nghi Son - Dien Chau - Bai Vot to connect with the Phap Van - Cau Gie and Cau Gie - Ninh Binh routes, shortening travel time from Hanoi to Ha Tinh to about 4 hours and 30 minutes, instead of 7-8 hours as before.

Open gateways, close the ring road.

Alongside existing expressways, the Ministry of Transport is continuing to invest in and construct many new sections of the Ho Chi Minh Highway this year. For example, after the Ministry of Transport approved the investment project and the bidding plan for several packages of the Ho Chi Minh Highway section from Cho Chu to Trung Son Junction (nearly 29 km long), the units are currently carrying out the design, cost estimation, and contractor selection processes, aiming to start construction in the first quarter of this year. Construction of the Rach Soi - Ben Nhat and Go Quao - Vinh Thuan sections is also expected to begin after the Lunar New Year. The technical design and cost estimates for these two projects have been completed, and contractor selection is underway… Meanwhile, in various localities, the system of ring roads, national highways, and gateways is also being rapidly expanded and invested in, ready to connect with the expressway network. In Ho Chi Minh City, residents in the southern part are eagerly awaiting June for the partial removal of the "troublesome" Nguyen Van Linh - Nguyen Huu Tho intersection. The plan of the Ho Chi Minh City Project Management Board for Investment and Construction of Transportation Works is to dismantle the more than 200-meter section of barricades from the beginning of the intersection towards Phu My Hung and District 7 (Ho Chi Minh City) in June, followed by the completion of the entire project, including the removal of the remaining 300-meter section of barriers, by the end of 2024. Upon completion, this project, costing over 830 billion VND, will open a connecting road from the city center to the Ring Road 2 – which has just been approved – to complete the remaining sections. The airport gateway area, the Tran Quoc Hoan - Cong Hoa connecting road (Tan Binh District), is also accelerating its construction, aiming for completion this year to be ready for the Tan Son Nhat Terminal 3. Meanwhile, in the east, the Nam Ly Bridge (Thu Duc City) has reached its final stage and is expected to open to traffic this year, ending nearly a decade of hardship since its commencement in 2016, including a four-year "shelving" period awaiting land clearance. This nearly 1 trillion VND bridge, once completed, will improve connectivity between the Hanoi Highway and the Ho Chi Minh City - Dau Giay Expressway, contributing to reducing traffic congestion on Do Xuan Hop Street during peak hours. Right next to Ho Chi Minh City, Binh Duong province is also accelerating the progress of two projects: upgrading and expanding National Highway 13 and constructing the North Tan Uyen - Phu Giao - Bau Bang arterial road. These two major projects are expected to be completed and put into use in 2024, connecting three northern districts of Binh Duong and expanding trade links with Ho Chi Minh City. In a recent dispatch sent to the Ministries of Transport, Finance, Planning and Investment, etc., Prime Minister Pham Minh Chinh highly praised the spirit of the transport sector, noting that even during the 2024 New Year's holiday, officials, workers, and employees of investors, project management boards, construction contractors, and consulting contractors continued to work diligently on key transport projects across the country. The Prime Minister requested that these units continue the momentum from 2023, overcome all difficulties and obstacles, and strive to accelerate the construction progress of projects in the new year of 2024.
