Improving water supply capacity
Recognizing that expanding the water supply system to areas outside urban centers, especially remote, border, and island regions of the province, is a crucial task in the current period, Quang Ninh Clean Water Joint Stock Company has proactively reviewed its entire existing water supply system, paying particular attention to areas without existing network connections, or areas where existing connections exist but residents have not yet accessed clean water, in order to develop implementation plans. The company has intensified its collaboration with local authorities to promote coordination in the investment and expansion of the water supply system. To date, the company's water supply system has been and is being expanded to various localities throughout the province with numerous large and small projects.
According to records in Dong Trieu City, by the end of 2024, the percentage of people using clean water in urban areas reached 73.47%, an increase of 2.58% compared to 2023, with Mao Khe ward achieving a clean water usage target of 98.3%. The percentage of people using clean water outside urban areas reached 23.06%, an increase of 12.05% compared to 2023, with no area yet reaching a target above 70%. To quickly expand the water network coverage for people in Dong Trieu City, at the beginning of 2025, Quang Ninh Clean Water Joint Stock Company developed a plan to connect and expand the system of pipelines, increasing water supply coverage and improving the percentage of people using clean water in the central area as well as the suburban areas.
In March 2025, the company coordinated with local authorities to review and invest in infrastructure and pipeline connections to households in Trang An ward (Dong Trieu city). This has met the clean water needs of the people. Mr. Tran Huu Chung, Vice Chairman of the People's Committee of Trang An ward, said: Currently, there are 1,822 households in the ward, most of whom need clean water. In 2024, Quang Ninh Clean Water Joint Stock Company invested in over 4,000m of D225 pipes and over 3,900m of water supply pipes for residents. By the end of the first quarter of 2025, over 400 households in the ward had registered and connected to clean water, and the Dong Trieu Waterworks Enterprise (Quawaco) was connecting water pipes to their homes. The local authorities hope that Quang Ninh Clean Water Joint Stock Company will continue to invest in the water pipeline network to supply water to all residents in the ward, striving to ensure that by the end of 2025, over 93% of households in the ward will have access to clean water.
Mr. Nguyen Van Tuyen (Group 1, Trang Bang 2 area, Trang An ward) said: "Previously, my family, like other households here, mainly used well water, which often had a film on the surface and was not safe for our health. My family had to use a filtration system to dare to use it daily. Since the end of March 2025, my family has had water pipes installed in our house. I find the water very clear, odorless; clean water is available 24/7. Having this clean water source has fulfilled a long-awaited desire of our people. From now on, the water supply for our family is guaranteed, giving us more peace of mind when using it."
Mr. Trinh Xuan Toan (Trang Bang 2 area) shared: "My family is developing a farm-based livestock model, so having access to clean water for daily life and production has always been our priority. Thanks to the attention of the government and Quang Ninh Clean Water Joint Stock Company, my family has been connected to a clean water source. This is an extremely favorable condition for my family to build a farm model, develop production, and stabilize our lives."
Currently, to meet the clean water needs of people in Dong Trieu City, Quang Ninh Clean Water Joint Stock Company has expanded its water supply area to wards and communes in the city. To date, the total number of areas supplied with water has reached 12 out of 19 wards and communes, while 7 communes are still using rural clean water sources. As of the end of March 2025, the percentage of people using clean water in urban areas of Dong Trieu City is 23,859 households, reaching 73.84%; in non-urban areas, it is 1,302 households, reaching 25.53%.
Mr. Tran Van Han, Director of Dong Trieu Waterworks, said: To achieve a high rate of water supply coverage in Dong Trieu City, the Enterprise has installed the entire main pipeline network and distribution pipeline network to 12 out of 19 communes and wards. In 2025, the unit will focus its efforts on investing in pipeline systems and connecting to households. Emphasis will be placed on communes and wards with low coverage rates such as Trang An, Binh Khe, Viet Dan, An Sinh… At the same time, the unit will continue to closely coordinate with local authorities to review and invest in water supply pipeline systems to meet the clean water needs of the people. The unit strives to achieve a clean water coverage rate of over 90% in Dong Trieu City by the end of 2025.
In Quang Yen town, by the end of 2024, Quang Ninh Clean Water Joint Stock Company had supplied water to 16 out of 19 communes and wards. The percentage of people using clean water in the area reached 85.74%, an increase of 4.87%, with the number of households using water increasing by 1,604 households compared to 2023. Specifically, in urban areas, the percentage of people using clean water reached 90.9%; Yen Giang and Ha An wards reached 98.3%; in non-urban areas, the percentage of people using clean water reached 75.6%, with Tien An, Cam La, Lien Vi, and Lien Hoa communes and wards exceeding 70%.
By the end of March 2025, the percentage of urban households in Quang Yen town using clean water was 19,951, reaching 91.8%; in non-urban areas, it was 8,671 households, reaching 77.5%. Mr. Nguyen Dinh Duong, Deputy Director of Quang Yen Waterworks, said: In fulfilling the key task of increasing the rate of clean water usage in the area, the Enterprise focuses on developing the water supply network and raising the percentage of people using clean water. Since the beginning of the year, the Enterprise has focused on connecting, renovating, and maintaining the water supply system as well as developing customers; combining this with renovating and replacing old pipelines, improving water supply capacity, and meeting the water quality standards for the people.
Decisive solutions
To date, Quang Ninh Clean Water Joint Stock Company has supplied clean water to 249,871 households in urban areas, reaching 96.9%; and to 28,263 households in non-urban areas, reaching 59.5%. However, expanding the water supply network still faces difficulties, such as: Some areas still have a low rate of people using clean water due to geographical limitations, psychological factors, and public awareness, significantly affecting the overall water supply rate in urban areas, such as Dong Trieu City (73.47%), Dam Ha District (57.09%), Hai Ha District (58.88%)...; some non-urban areas have very low rates such as Uong Bi City (4.61%), Tien Yen District (44.23%), Ba Che District (16.2%)...
To effectively implement Resolution No. 31-NQ/TU (dated December 2, 2024) of the Provincial Party Committee, meet the clean water needs of the people and serve the socio -economic development of the province, Quang Ninh Clean Water Joint Stock Company is accelerating investment in infrastructure, strengthening the application of new technologies to improve the quality of water supply, building an image, reputation, and quality, so that people can confidently enjoy the service under the best conditions.
From the beginning of the year, the company has coordinated with local authorities to promote and encourage people to invest in and install clean water pipelines. For urban water supply networks that have not yet completed connections, such as in Dong Trieu, Uong Bi, Ba Che, Quang Yen, and Dam Ha, construction of water supply pipelines is being accelerated. For areas where pipeline installation has not yet been implemented, the company requires units to conduct a review of each area, considering current water usage, needs, living habits, topography, population distribution, and water source conditions, in order to propose appropriate investment plans for areas with a low percentage of people using clean water.
For suburban areas, where the rate of clean water usage is still low and has not met the set plan requirements, the company has intensified its review of the water supply areas under its management. It has coordinated with local authorities to compile a list of households without access to clean water in each commune to jointly promote and encourage households to install and use clean water. At the same time, it has reviewed areas without pipelines to propose appropriate investment plans for each area. Particular attention is being paid to areas such as Viet Dan and An Sinh communes (Dong Trieu City); Hai Hoa commune (Cam Pha City); Dong Xa, Ha Long, Binh Dan, and Dai Xuyen communes (Van Don District); Don Dac commune (Ba Che District); and Hai Xuan commune (Mong Cai City)...
Mr. Trinh Van Binh, Deputy General Director of Quang Ninh Clean Water Joint Stock Company, said: Along with reviewing and expanding the customer network, the company is strengthening the water supply network, implementing connections with the goal of connecting over 9,000 households, investing in expanding 200km of various types of pipelines, to bring the water supply network to remote areas, ensuring that all people in need are connected to and receive clean water. In addition, the company is implementing the modernization of technical infrastructure, network infrastructure, machinery, and equipment to ensure water supply and distribution to customers; striving to achieve the targets set for 2025, raising the rate of clean water use in urban residents to 98.3%.
According to statistics from the Department of Agriculture and Environment, the percentage of rural households in the province using hygienic water has reached 99.99%, of which the percentage of households using clean water meeting QCVN 2018/BYT standards is 85.2%. To further upgrade and realize the goal of 100% of rural residents having access to hygienic water, in 2024-2025, the province will continue to invest in the construction of 20 new rural water supply projects, meeting the clean water needs of nearly 15,000 households in remote, mountainous, and ethnic minority areas, such as: Dong Son, Ky Thuong (Ha Long City); Quang An, Quang Lam (Dam Ha district); Bac Son (Mong Cai City); Ban Sen, Ngoc Vung (Van Don district); Quang Duc (Hai Ha district)... renovated 13 rural centralized water supply projects that had been invested in to meet QCVN 2018/BYT standards, providing water to approximately 6,800 households.
