In 2026, Khanh Hoa aims for a GRDP growth rate of 10-11%. Specifically, agriculture, forestry, and fisheries are projected to grow by 3.06%; industry and construction by 15.66%; and services by 9.71%. The province will prioritize promoting growth and innovating its development model, focusing on establishing a new growth model with science, technology, innovation, and digital transformation as the main drivers. In addition, it will restructure the economy, accelerate industrialization and modernization; improve productivity, quality, resilience, and competitiveness; promote the comprehensive development of institutions, promptly and decisively address bottlenecks and obstacles, unlock and unleash all resources; stabilize the organizational structure, and build a modern, smart, streamlined, efficient, and effective administration.

Mr. Nguyen Duy Quang, Director of the Department of Agriculture and Environment, stated that the growth target set for this year is high, with a 3.06% increase in agriculture, forestry, and fisheries, which is quite significant given the severe damage caused to agriculture by floods in 2025. However, like other sectors, the agricultural sector remains determined to achieve the highest possible growth target set by the province.
Comrade Nguyen Thanh Ha stated that, in order to achieve double-digit growth targets, the Provincial People's Committee has issued an Action Program to implement the Socio-Economic Development Plan and the State Budget Estimate for 2026. This program sets out key socio-economic targets such as: Gross Regional Domestic Product (GRDP) growth rate of 10-11%; GRDP per capita growth rate exceeding 12%; total development investment capital increasing by 20% compared to 2025; state budget revenue increasing by at least 12% compared to 2025; labor productivity growth rate reaching 9.8%; and a reduction in the poverty rate according to the multidimensional poverty standard for the period 2026-2030 of 1-1.5%… The Provincial People's Committee has assigned 120 tasks to departments, agencies, and localities with specific work groups and timelines. The Provincial People's Committee has also assigned tasks to 30 communes and wards to achieve growth rates of 10-12%. Twenty communes and wards achieved growth rates of 13 to 14%; notably, 14 localities were required to achieve growth rates of 15% or higher.
Institutional breakthrough
To achieve the targets, the Provincial People's Committee has set forth key solutions. These include focusing on comprehensively improving institutions, strongly reforming thinking, promoting strategic breakthroughs, and enhancing the effectiveness of law enforcement; accelerating the reduction and simplification of administrative procedures, improving the investment and business environment, and unleashing productive forces; tightening discipline and order, and further strengthening the fight against corruption and negative practices.
The province also avoids scattered development and focuses on four strategic pillars to create breakthrough added value. In the industrial sector, the target of a production index increase of over 10% is based on attracting high-tech industries such as semiconductors, artificial intelligence (AI), and ocean technology. With the determination to become the national energy hub, the province focuses on maximizing the capacity of existing power plants and ensuring the progress of the Ninh Thuan 1 and 2 Nuclear Power Plant Projects. Investing in transmission infrastructure connecting the national power grid with 500kV and 220kV substations is a key technical solution to alleviate capacity constraints and attract investment. Furthermore, the high-quality tourism sector aims to attract 18.8 million visitors, generating a 16.5% increase in revenue through the diversification of MICE (Meetings, Incentives, Conferences, Exhibitions, and Events) products, the night-time economy , and the digital transformation of the tourism industry. This goal is closely linked to the early transformation of Khanh Hoa into a centrally-governed city by completing the standards for a Class I urban area and building a digital urban management platform...

Comrade Nguyen Long Bien emphasized that 2026 is the first year of implementing the goals and tasks of the 2025-2030 term, and a year of acceleration and breakthroughs to lay a solid foundation for double-digit growth and realize the goal of becoming a centrally-governed city before 2030, as stipulated in the Provincial Party Committee's resolution. To achieve the socio-economic development goals and targets, the Provincial People's Committee requires the entire administrative system to shift strongly from "resolve the resolution" to "action - results - tangible effectiveness," focusing on several core orientations and tasks. In particular, high priority should be given to the province's key growth drivers. Sectors and localities must closely follow the Provincial People's Committee's Action Program, focusing on promoting industry and energy; tourism and services; urban development and construction; using public investment to lead private investment; accelerating disbursement and implementation of key projects; and preventing the emergence of new bottlenecks.
Tighten discipline
At the conference, leaders of departments, agencies, and localities unanimously agreed and were determined to achieve the growth targets assigned by the province. However, to ensure sustainable development and create momentum for growth in the following years, localities requested the provincial leadership to address some difficulties regarding human resources and planning, paying particular attention to attracting investment in rural and mountainous areas. Mr. Chau Ngo Anh Nhan - Director of the Department of Finance - stated that, in order to achieve high socio-economic results, in the coming time, departments, agencies, and localities need to concretize growth plans; assign officials to closely monitor localities to understand the growth rate in their respective areas of management. Regarding investment promotion, the Department of Finance will work with relevant units to create a list of investment opportunities to promote development in rural and mountainous areas.
A new feature in 2026 is the tightening of administrative discipline coupled with measuring work efficiency using KPI tools. The results of implementing socio-economic targets and the progress of disbursing public investment capital (striving to achieve 100% of the plan assigned by the Prime Minister) will be direct measures to assess the capacity of officials. Units will focus on administrative reform and improving the investment and business environment; continue to consistently implement the motto "A proactive government, accompanying businesses and people"; minimize procedures and costs for investors and businesses; and use the satisfaction of people and businesses as a measure of the effectiveness of the administrative apparatus.
Concluding the conference, Comrade Tran Phong requested that in 2026, departments, agencies, and localities should leverage the role of their leaders in guiding and directing the implementation of assigned tasks and responsibilities, promptly concretizing and organizing the implementation of assigned targets and tasks. By February 10th at the latest, all agencies, units, and localities must complete their plans for implementing assigned targets and tasks; linking them to the implementation of key and breakthrough tasks assigned by the Provincial Party Standing Committee and the Provincial People's Committee; specifying tasks and solutions for each quarter and month; assigning specific tasks to each department and individual; regularly monitoring, inspecting, and supervising progress and results, ensuring regular and ad hoc reporting as required. In particular, attention must be paid to preparations for Tet (Lunar New Year), social welfare, and Tet decorations, ensuring that people can enjoy a warm and joyful Tet celebration.
